FY 2023-25 Council Priority Workplan Compliance Statement
Build a Healthy Community - 109 Develop Public Facilities for Active Living is an adopted policy item under the FY 2023-25 Council Priority Workplan, effective May 1, 2023.
BACKGROUND
On April 28, 2017, the Governor signed Senate Bill 1 (SB1), Road Repair and Accountability Act of 2017, to address transportation funding shortfalls statewide. SB1 established a Road Maintenance and Rehabilitation Account (RMRA) in the State Transportation Fund. Since January 2018, the State Controller has been depositing funds generated from increased fuel taxes and vehicle registration fees into the RMRA. A portion of the RMRA funds are distributed on a monthly basis to the City for basic road maintenance rehabilitation and critical safety projects on local streets and road systems. In Fiscal Year 2024-25, the City of San Pablo is projected to receive $720,000 in SB1 RMRA funding.
On June 5, 2023, the City Council, pursuant to Resolution 2023-086, approved a proposed project list to complete the San Pablo Dam Road I-80 Gateway Improvements Project (0605) during FY2023-24. The project was slightly delayed and work is now slated to start late FY2024-25. However, the Citywide Slurry Seal Pavement Rehabilitation Project (0602) was completed during FY2023-24 and was primarily funded by SB1 RMRA funding. Construction work related to the slurry seal project was accepted by Council pursuant to Resolution 2024-008 on February 5, 2024. The slurry seal project included crack seals and slurry seals of various streets throughout the City, which were selected based on pavement condition index (PCI).
In 2022, the City received Pavement Management Technical Assistance Project (P-TAP) grant funding, managed by the Metropolitan Transportation Commission (MTC). Under P-TAP, MTC contracts with qualified consulting firms to provide assistance to Bay Area jurisdictions for eligible pavement projects. MTC then assigns a consultant to each awarded jurisdiction and the consulting firm works with the jurisdiction to draft a comprehensive report on the conditions of pavement of the street within the jurisdiction.
Staff has reviewed the report completed in March 2023 and selected the Giant Road Pavement Rehabilitation Project (0601) and San Pablo Dam Road I-80 Gateway Improvements Project (0605) to be completed in part with SB1 RMRA funding during FY2024-25. The projects include streets to be rehabilitated based on pavement condition index (PCI), street functionality (Arterial) and public safety factors.
