Improve Public Safety, 510 Traffic Safety Program is a major policy goal under the FY 2023-25 Council Priority Workplan, effective on May 1, 2023. 

 

BACKGROUND

The West Contra Costa Transportation Advisory Committee’s (WCCTAC) objective is to protect and advance the interests of West Contra Costa County communities with regard to transportation issues in general and utilization of Measure “C” funds in particular.  A restatement and amendment to the WCCTAC Joint Exercise of Powers Agreement (JPA Agreement) was entered into on January 28, 2003 between City of San Pablo, other West Contra Costa County cities, and transit districts in accordance to California Government Code Section 6500. 

 

On January 27, 2023, the WCCTAC Board directed staff to pursue an update to the JPA Agreement.  WCCTAC staff returned to the Board on March 24, 2023 and recommended that WCCTAC transmit the proposed restated and amended JPA Agreement to member agencies and the Contra Costa Transportation Authority (CCTA) for review and comment.  During the July 28, 2023 meeting, the Board directed staff to accept the bulk of comments, which mainly consisted of minor edits and revisions to reflect current practice and to provide clarifications.  On October 27, 2023, the WCCTAC Board authorized the transmittal of a redline draft to member agencies for approval. 

 

WCCTAC’s Executive Director, through a letter dated December 5, 2023 requested that all member agencies adopt the proposed changes to the JPA. 

 

Some of the comments made and ultimately incorporated to the WCCTAC JPA Agreement language are as follows:

                     Removing the no compensation constraint, which will provide options to the Board to consider transportation stipends in the future.

                     Treasurer’s report shall be in writing.

                     Title of Finance Division Manager was changed to Director of Finance.

                     Replacing the Finance Division Manager with Director of Finance.

                     Consider increasing the Executive’s Director spending limit to $25,000 from $10,000.

Staff recommends Council to approve the restatement and amendment to the WCCTAC JPA Agreement and authorize the City Manager to execute the JPA Agreement on the City’s behalf. 

 

FISCAL IMPACT

There is no fiscal impact to the City directly associated with the issuance of this revised joint powers agreement.
