Create City-Wide Economic Development Strategy and Implementation Plan in Consultation with SPEDC is an adopted policy item under City of San Pablo City Council Priority Work Plan FY 2023-25, effective May 1, 2023.
BACKGROUND
The City Council adopted City Council Priority Workplan FY 2023-15 on May 1, 2023 via Resolution No. #2023-058. The City Council Priority Workplan includes a major policy goal of Focus on Economic Development and Fiscal Diversification. It further includes priority #412: Create City-Wide Economic Development Strategy and Implementation Plan in Consultation with SPEDC.
The last Economic Development plan developed by the City was in 2014 when the City received a grant through the Contra Costa Transportation Authority to conduct a Targeted Industries Study which evaluated the City’s residential, retail, and office markets and identified four opportunity sites within the City that had high potential for development / redevelopment.
On September 25, 2023, the City released a Request for Qualification / Request for Proposals (RFQ/RFP) for the creation of an Economic Development Strategy and Implementation Plan for the City. The City received three qualified proposals and after review and interviews, staff is of the opinion that Natelson Dale Group, Inc. (“Natelson”) best demonstrates the experience, expertise, and qualifications necessary to perform the services and requirements outlined in the RFQ/RFP. Attached is a copy of the proposed contract with Natelson, which includes their proposal.
This proposed Resolution authorizes the City Manager to enter into a Consulting Services Agreement (“Agreement”) with Natelson in the amount of $49,915 and appropriates a total of $60,000 from General Fund Designated Reserves to the Economic Development Professional Services budget (100-1320-43600) to fund the Agreement and $10,085 for unforeseen contingencies.
