The vehicle replacement policy meets the Council Priority Workplan item: Fiscal Sustainability (Budget Spending Controls), FY 2018-21 City Council Priority Work plan, effective November 1, 2017.

BACKGROUND

Staff has researched available vehicles and found suitable replacements which meet the City’s requirements through the CALACT/MBTA Purchasing Cooperative. Pursuant to San Pablo Municipal Code section 3.16.110(E), the City may buy directly from a vendor at a price established by competitive bidding by another public jurisdiction even if the City had not joined with that public agency in a cooperative purchase (“piggybacking”). CALACT, the California Association for Coordinated Transportation, provides such a purchasing program that is federal and California State compliant.  Thus, purchases made through CALACT/MBTA do not require the City to conduct a public bid as the purchase would be executed under an existing government contract that followed a competitive bid process.  Although Municipal Code section 3.16.100(C) provides a preference for small local businesses in San Pablo when not contrary to federal or state law, there are no local dealerships for the needed vehicles.

 

Community Services Paratransit Division, Bus #4 (2013 Eldorado Bus 13,300 miles) has provided 5 years of service to the City. Staff recommends the removal of this vehicle from the fleet as it is physically too large and difficult to navigate through the streets of San Pablo. Staff is recommending replacement with one (1) Midsize Bus (Class-B Ford, E450), with wheelchair access, at a price not to exceed $80,711.

 

Community Services Paratransit Division, Van #8 (2007 Chevy Uplander Van 52,300 miles) has been in service for 11 years and has become costly to the City in ongoing maintenance and repairs. Staff is recommending replacement with a similar size minivan with similar capabilities to assist in transporting seniors and people with disabilities to enhance the services provided by the Paratransit Division. The replacement vehicle would be a Class-D - Low Floor Minivan, Braun Entervan, with a price not to exceed $47,715. 

 

Staff recommends that the current vehicles (Bus #4 and Van #8) be declared surplus property and sold or disposed of pursuant to San Pablo Municipal Code §3.16.120. Disposal will be by auction to the highest bidder.

 

COMMUNITY SERVICES STANDING COMMITTEE

This item was taken before the Community Services Standing Committee (Calloway/Morris) on December 4, 2018, where it was approved to come before City Council for formal consideration.

 

The City of San Pablo receives Measure J funds from Contra Costa County for Paratransit Services, which includes vehicle replacement. The purchase of these vehicle will enhance the service provided by the Community Services Department Paratransit Division, especially for those who are in wheelchairs. The vehicles will be purchased from Creative Bus Sales, which is authorized to sell these models as a recognized paratransit bus vendor through the CALACT/MBTA Purchasing Cooperative, which is compliant with State of California purchasing requirements.

 

FISCAL IMPACT

The Paratransit Division will spend a total of $128,426 for the purchase of the new vehicles ($80,711 for the bus and $47,715 for the Minivan).  This amount will be offset by revenue received into the Measure J fund (263-0000-39202) from the sale of Bus #4 and Van #8, which amount will be determined at auction.  All transactions will occur utilizing Measure J Funds, which have a restricted use which includes paratransit purposes. Staff will appropriate the amounts from Measure J fund balance (263-0000-00000) to the capital equipment line item (263-5410-46300) to fund the purchase.
