BACKGROUND
The City Council adopted a two-year General Fund Operating Budget on May 20, 2024, for the period FY 2024-25 and 2025-26. The proposed amendments to the Classification and Compensation Plan (hereafter referred to as “the Plan”) are to comply with the California Minimum Wage requirements and are generally consistent with the City Council’s already approved budget in relation to staffing and salaries.
Under San Pablo Municipal Code Section 2.04.220, the City Manager prepares an annual salary plan for submittal to the City Council for adoption annually which is done as part of the adoption of the operating budget.
Proposed Amendments
Part-Time Minimum Wage adjustments in accordance with California Labor Code 1182.12
In accordance with Labor Code section 1182.12, the minimum wage for all California industries will increase to $16.90 dollars per hour effective January 1, 2026, for all employers regardless of size.
As part of the City’s annual audit of part-time salaries to ensure compliance with the state labor Code, staff determined that three classifications needed salary increases of approximately 0.45% to the first step (Step A) in their respective ranges to get them to the new minimum wage of $16.90 dollars per hour. They are:
• Police Cadet, PT
• Recreation Leader, PT
• School Crossing Guard, PT

FISCAL IMPACT
The proposed adjustments are already incorporated into the City’s two-year budget and no additional appropriations are required. The fiscal impact of the part-time wage adjustments is negligible, as there are no benefits and retirement costs associated with the change.
