BACKGROUND
The City of Richmond is implementing the Rheem Creek Restoration Project, a regional watershed improvement initiative designed to restore ecological function to Rheem Creek, while reducing erosion and improving long-term channel stability.
Per City of Richmond’s website, “this project intends to develop numerous concept channel treatment alternatives at the request of the San Francisco Regional Water Quality Control Board (Water Board). The Water Board’s involvement resulted in additional bio-engineered slope treatments to reduce the quantity and size of rock in the restored channel. Non-native tree and shrub will be removed and the bank will be replanted with native tree and plants to stabilize the Creek.”
The project scope includes removal of invasive vegetation, minor channel grading, installation of bioengineered bank stabilization measures, and replanting with native riparian vegetation.
A portion of the restoration work requires temporary access to City of San Pablo-owned property located at 2600 Moraga Road, the future McNeil Park site. The proposed agreement grants Richmond, its contractors, consultants, and authorized representatives temporary rights of entry solely for construction, maintenance, and monitoring activities associated with the restoration project. The agreement does not convey any permanent property rights or easement and expressly limits access to the designated work area.
Although the restoration project is being led by the City of Richmond, the benefits extend beyond municipal boundaries because Rheem Creek is a shared watershed that traverses both Richmond and San Pablo. Improvements to the creek corridor enhance watershed health, improve water quality, reduce erosion, stabilize stream banks, and increase the resilience of the creek system during storm events.
Staff recommends the City Council authorize the City Manager to execute the Temporary Construction, Maintenance, and Monitoring Agreement with the City of Richmond for the Rheem Creek Restoration Project.
FISCAL IMPACT
There is no fiscal impact to the City of San Pablo. Richmond will be solely responsible for all project costs, including construction, maintenance, monitoring, restoration, permitting, insurance, and any associated liabilities.
