This proposed action is not a project as defined by CEQA.
BACKGROUND
The City Council adopted a two-year General Fund Operating Budget on May 20, 2024 for the period FY 2024-25 and 2025-26. The proposed amendments to the Classification and Compensation Plan (hereafter referred to as “the Plan”) are necessary to comply with California Minimum Wage requirements and are generally consistent with the City Council’s already approved budget in relation to staffing and salaries.
Pursuant to San Pablo Municipal Code Section 2.04.220, the City Manager prepares an annual salary plan for submittal to the City Council for adoption annually. This was done as part of the adoption of the operating budget. The annual salary plan is amended from time to time.
Proposed Amendments
Part-Time Minimum Wage adjustments in accordance with California Labor Code 1182.12:
In accordance with California Labor Code Section 1182.12, the minimum wage for all California industries increased to $16.50 per hour effective January 1, 2025, for all employers regardless of size.
As part of the City’s annual audit of part-time salaries, to ensure compliance with the state Labor Code, staff determined that seven classifications needed salary increases of approximately 1.4% to the first step in their respective ranges to get them to the new minimum wage of $16.50 dollars per hour. The following part-time classifications are impacted:
• Administrative Intern, PT
• Building Attendant, PT
• Police Cadet, PT
• Recreation Leader, PT
• Recreation Specialist, PT
• School Crossing Guard, PT
• Student Intern, PT
Staff is submitting the Part-Time Salary Schedule for City Council approval as Exhibit A to the attached resolution.
FISCAL IMPACT
The proposed adjustments are already incorporated into the City’s two-year budget and no additional appropriations are required. The fiscal impact of the part-time wage adjustments is negligible, as there are no benefit and retirement costs associated with the change.
