Improve Public Safety is one of the top City Council priorities listed in the FY 2023-25 City of San Pablo City Council Priority Workplan, effective May 1, 2023.

BACKGROUND

The Police Department maintains a fleet of marked and unmarked emergency vehicles in continuous 24/7 operation. The Police Department needs a marked emergency vehicle for patrol K9 use. This new purchase will replace a marked 2011 K9 Ford Crown Victoria that was previously approved as surplus by City Council (Resolution 2017-117).

Vehicle Purchase

The Police Department requests the City Council to authorize the City Manager to purchase one (1) 2024 Dodge Durango Police Interceptor vehicle for a total sum of $56,429 from Elk Grove Auto in Elk Grove, California, under the State of California Department of General Services contract 1-22-23-23F (Cooperative Purchasing Agreement). The State of California Contract 1-22-23-23F went into effect on May 1, 2022 and will expire on April 30, 2025.

San Pablo Municipal Code Section 3.16.110.E (Cooperative Purchasing) allows the City to forego a formal bid process for the purchase of equipment, materials, supplies and services, and buy said equipment directly from a vendor if the price is established by competitive bidding by another public jurisdiction. Staff requests approval to make such a purchase per the competitively-bid State contract identified above.

Appropriation

The Police Department requests that the City Council appropriate a total of $35,471 from the Adjudicated Asset Seizure Account (225-0000-25320) and $20,958 from the Police Department Vehicle Equipment Maintenance Account (100-2110-42000) to the Vehicle Replacement Fund Account (102-2110-46300), for the vehicle purchase as set forth below:

On February 12, 2024, the San Pablo Police Department presented the purchase of the 2024 Dodge Durango Police Interceptor and appropriating the total sum of $56,429 from the Adjudicated Asset Seizure Account and Police Department Vehicle Equipment Maintenance Account to the Public Safety Standing Committee (Councilmember Pabon-Alvarado and Councilmember Xavier). The Committee voted to receive the presentation and recommended to forward this request to City Council for formal consideration.

FISCAL IMPACT

The total purchase cost of $56,429 will be made using existing funds from the Adjudicated Asset Seizure Account (225-0000-25320) and Police Department Vehicle Equipment Maintenance Account (100-2110-42000).  The funds will be appropriated into the Police Department Vehicle Replacement Fund (102-2110-46300) for FY23/24.
