FY 2025-27 council priority workplan statement

This action is not in the City Council’s Priority Workplan, but is necessary for the ongoing fiscal resilience of the City, and Continue Best Management Practices with Fiscal Resilience, Fiscal Excellence, and Fiscal Transparency is item #410 on the FY 2025-27 City of San Pablo City Council Priority Workplan adopted April 7, 2025 via Resolution 2025-044, as most recently amended on April 20, 2026 via Resolution 2026-063.

BACKGROUND

After careful consideration of several consulting firms specializing in time impacts analysis, Riedinger Consulting, LLC was engaged by the City to provide forensic scheduling consulting services to support the City’s construction projects, including its ongoing Police Headquarters and Training Facility Project.

Effective March 1, 2026, City and Riedinger Consulting, LLC entered into an Agreement for forensic scheduling consulting services for Phase I services in an amount not to exceed $30,000.  Effective July 15, 2026, City and Riedinger Consulting, LLC entered into a First Amendment to that Agreement, adding $20,000 in maximum compensation for continued services, for a total compensation under the Agreement as amended not to exceed $50,000.

Due to continuing need for on-call forensic scheduling consulting services to support the City’s construction projects, staff recommends that the Agreement with Riedinger Consulting, LLC be further amended via the proposed a Second Amendment, in a form to be approved by the City Attorney that does not substantially alter the City’s rights or responsibilities from that is set forth in the attached draft agreement, to increase maximum compensation by $50,000, for a total compensation under the contract as amended not to exceed $100,000, with funding coming from the project account(s) for which services are rendered.

FISCAL IMPACT

The proposed contract amendment under consideration would increase compensation under the existing contract by up to $50,000, for a $100,000 total not-to-exceed amount under the contract as amended, to be funded by the project account (320-0104-43605-GFD-422).
