CONSIDER ADOPTING RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN PABLO AUTHORIZING THE CITY MANAGER TO EXECUTE THE FIRST AMENDMENT TO COOPERATIVE AGREEMENT NO. 07W.08 WITH THE CONTRA COSTA TRANSPORTATION AUTHORITY TO INCLUDE A CITY OF SAN PABLO LOCAL FUNDING CONTRIBUTION OF $220,000 FOR PHASE 2 OF THE INTERSTATE 80 SAN PABLO DAM ROAD INTERCHANGE PROJECT

FY 2023-2025 Council Priority Workplan Compliance Statements:
Improve Public Safety - (509) Sustain Traffic Safety Program is a major policy goal contained in the FY 2023-25 City Council Priority Workplan, effective April 7, 2025.
BACKGROUND
In June 2006, the Contra Costa Transportation Authority (Authority) and the City of San Pablo entered into Cooperative Agreement No. 07W.01 for the implementation of Phase 1 of the Interstate 80 San Pablo Dam Road Interchange Project (Project). In 2013, due to overall scale of the Project and available funding, the Project was divided into two phases following completion of 65% Plans, Specifications, and Estimate (PS&E) for the full Project.
Phase 1 construction was accepted by the Authority in July 2018 at a total cost of $42.5 million. Phase 1 delivered the following improvements:
• Relocation of the El Portal Drive on-ramp to the north of westbound I-80.
• Extension of the auxiliary lane along westbound I-80 between the San Pablo Dam Road off-ramp and the El Portal Drive on-ramp.
• Reconstruction of the Riverside Avenue pedestrian overcrossing.
• Acquisition by Contra Costa County (on behalf of CCTA) of three parcels on Humboldt Avenue within San Pablo needed for Phase 2.
Phase 2 construction of the Project is currently estimated at $134 million and will include:
• Reconstruction of the San Pablo Dam Road (SPDR) on- and off-ramps.
• Replacement of the existing SPDR overcrossing with a six-lane structure including wide sidewalks and a Class IV bike lane; the new bridge will provide standard vertical clearance and shoulders on I-80.
• Construction of a one-way access road west of I-80 and closure of the existing McBryde Avenue westbound off-ramp.
• Realignment of Amador Street and installation of new sidewalks.
Project Funding
In June 2023, the Authority secured $19.7 million in Senate Bill 1 Trade Corridor Enhancement Program (TCEP) funds to complete the design and right-of-way activities. Additional committed funds include $3.8 million in State Transportation Improvement Program (STIP) funds and $500,000 from West County Measure J Program 28B.
To fund Phase 2 construction, the Authority plans to pursue a combination of Senate Bill 1 funds, including TCEP and Local Partnership Program-Competitive (LPP-C), as well as STIP funds.
As the Project advanced into Phase 2, a new cooperative agreement was needed to define agency roles and responsibilities. On February 5, 2024, through Resolution 2024-010, the City Council approved Cooperative Agreement No. 07W.08 and authorized the City Manager to execute the agreement and to take all necessary actions to fulfill the City’s obligations.
To maintain progress on Phase 2 and ensure the City’s continued participation in Project development, the Authority has requested a City contribution of $220,000 in local funds to support specific design and right-of-way support tasks.
The proposed First Amendment to Cooperative Agreement No. 07W.08 formally incorporates the City’s $220,000 contribution. Approval and execution of the First Amendment will ensure that the City remains a committed partner in advancing the Phase 2 improvements of the I-80 San Pablo Dam Road Interchange Project.
FISCAL IMPACT
The City’s contribution of $220,000 will be funded with Fund 230 Measure J Local Street Maintenance (LSM) funds. This allocation was approved as part of the FY2025/26 Capital Improvement Program budget adopted by the City Council on October 6, 2025, through Resolution 2025-119. No additional appropriation is required to fund the First Amendment to Cooperative Agreement No. 07W.08.
