Enhance Community Resilience - (205) Promote Civic Engagement and Awareness in all City Programs/Services by Creating a Communications Plan to Standardize Practices for Sharing Information, Publicizing City Programs and Making San Pablo a Place to Visit is a major policy goal contained in the FY 2025-27 City Council Priority Workplan, effective April 7, 2025.
BACKGROUND
Former Public Works Director Allan Panganiban passed away on May 9, 2026, after eight years of dedicated service to the City of San Pablo. Throughout his tenure, Allan was committed to maintaining and improving the City’s public infrastructure and facilities while serving the community with professionalism and integrity. In recognition of his service and lasting contributions to the City, staff is proposing the installation of a memorial plaque in his honor.
The City Council previously adopted Resolution 2017-188, establishing the City’s Policy for Naming, Dedication, Sponsorship of City Facilities, and Acceptance of Donations. Pursuant to the Policy, the City Council must approve the placement of any memorial plaque honoring an individual or deceased person. The policy further provides that the type, size, font, and placement of plaques installed at City facilities are subject to City Council approval. Due to a lack of quorum, the Community Services Standing Committee was unable to review or receive the presentation for this item as scheduled on July 23, 2026. As a result, the item is being forwarded directly to the City Council for consideration and approval.
Staff proposes installing a memorial plaque along the Wildcat Creek Trail behind City Hall in honor of former Public Works Director Allan Panganiban. The total cost of the plaque is $1,625 and will be fully funded through private donations and donated labor. In accordance with Section III(C) of the Policy, a draft plaque design is included as an attachment to this report. No Public Works Department funds or other City funds will be used for the fabrication or installation of the memorial plaque.
Community Services Standing Committee
Due to lack of quorum for the July 23, 2026, Community Services Standing Committee meeting, staff was unable to present this item for review and a recommendation to the City Council. Therefore, this item is being transmitted directly for City Council consideration.
Staff recommends that the City Council accept private donations and authorize the installation of the memorial plaque at the proposed location.
FISCAL IMPACT
There is no fiscal impact to the City associated with this request. The estimated cost of $1,625 for the memorial plaque will be fully funded through private donations and donated labor. No Public Works Department funds or General Fund resources are requested or required for this project.
