CEQA Compliance Statement

This proposed action is not a project as defined by CEQA as a budget or financing mechanism pursuant to 14 Cal. Code of Regulations Section 15378(b).

 

BACKGROUND

The City Manager’s Office (CMO), in collaboration with the City’s lobbyist, Townsend Public Affairs (TPA), has been in direct communication with the following State of California (CA) Legislature Representatives regarding potential one-time capital funding requests to be included in the forthcoming 2025-26 State CA Budget cycle to support active City infrastructure projects needing additional Federal funding support, as follows:

 

State of CA Legislature Representatives:

State Senator Jesse Arrequin (D-7th District)

State Assemblymember Buffy Wicks (D-14th District)

 

FY 2025-26 State Budget Funding Earmarks

In February 2025, the CMO was informed that State CA Budget one-time earmarks would be considered for City infrastructure projects during the upcoming 2025-26 State CA Budget funding cycle. 

 

As part of this funding process, State of CA Legislature Representatives will carefully review all direct funding requests from their respective District representative cities. Only those State of CA Funding requests deemed appropriate for State of CA Budget funding support will be considered for potential funding via the State of CA Budget one-time earmark process.

CMO developed the following list of active City capital projects in rank-order needing potential one-time State of CA Budget funding consideration to meet the City’s current project management and construction management goals, as follows:

 

SAN PABLO CAPITAL PROJECTS UNDER STATE OF CA FUNDING CONSIDERATION (IN RANK-ORDER):

 

Project No.1:                                          LEONARD R. MCNEIL PARK (FORMERLY SPARC PROJECT)

                                                               Total State Funding Request: Up to $2 million

 

Project No.2:                       ROLLINGWOOD COMMUNITY CENTER IMPROVEMENT PROJECT                                                                                    Total State Funding Request:  Up to $2 million

 

Project No.3:                                          EXPANSION OF MUNICIPAL PUBLIC FIBER/WIRELESS NETWORK                                                                                     (PHASE II)                                          

                                                               Total State Funding Request:  Up to $2 million

 

Project No.4:                       OLD FS No.70 SITE EV CHARGING INFRASTRUCTURE PROJECT (CITY                                                                FLEET)                                          

                                                               Total State Funding Request:  Up to $1 million

 

Project No.5:                       REPLACEMENT OF OLD SAN PABLO ARCHWAY PROJECT

                                                               Total State Funding Request:  Up to $2 million

 

City Manager Recommendation

The City Manager has drafted an appropriate State of CA Budget Funding request letter with one-time capital funding requests and project narratives for execution by San Pablo Mayor Cruz to transmit to the City’s State of CA Legislature Representatives to meet the State of CA Budget Funding earmark funding deadline in mid-March 2025. 

 

This evening, the City Manager requests formal ratification approval by majority vote (via minute order) of the attached letter from San Pablo Mayor Cruz (on behalf of the San Pablo City Council) to support the City’s requests for one-time State of CA Budget earmarks for the 2025-26 State of CA Budget cycle which was transmitted on February 1, 2025 through the City’s lobbyist, TPA, and via US Regular Mail to the City’s State Representatives noted above.

 

FISCAL IMPACT:

No fiscal impact associated with this agenda item.
