FY 2023-2025 Council Priority Workplan Compliance Statements:

Improve Public Safety is a major policy goal contained in the FY 2025-27 City Council Priority Workplan, effective April 7, 2025.

 

BACKGROUND

The San Pablo Police Department was recently selected by the California Department of Alcoholic Beverage Control (ABC) to receive grant funding in a total amount of $30,000 to participate in the ABC-OTS Local Law Enforcement Grant to reduce youth access to alcohol and increase safety in the community. These funds are provided to the Police Department to develop and maintain a proactive and comprehensive approach to address alcohol related incidents through education and proactive enforcement.

 

The City of San Pablo has over sixty establishments licensed to sell alcoholic beverages.  Based on recent OTS Crash Ranking data, San Pablo Police Department has experienced an increase in alcohol-related incidents, including a 40% increase in reported alcohol-involved traffic collisions and an 82% increase in DUI arrests.   The Police Department intends to utilize awarded funds to enhance ongoing efforts in addressing and deterring illegal activity through education and enforcement, prevent the furnishing of alcohol to minors, and to ensure continued compliance by ABC-licensed establishments within the City of San Pablo.

 

The Police Department supports the grant goals and wishes to participate in the grant program. The grant period is from October 1, 2025 - August 31, 2026, and allows a maximum of $30,000 in approved grant-related expenses to be reimbursed by the California Department of Alcoholic Beverage Control (ABC).

 

 

 

FISCAL IMPACT

 

Reimbursed grant funding, in an amount not-to-exceed $30,000 during the grant period, would be accepted into the Police Grants revenue line item (100-2110-33405) and appropriated to the Overtime line item (100-2110-41002) upon reimbursement of approved grant activities and operations:
