Build a Healthy Community is a Major Policy Goal contained in the Fiscal Year 2023-25 City Council Priority Workplan effective May 1, 2023.
BACKGROUND
The construction of the San Pablo Community Center (SPCC) located at 2450 Road 20 was completed in June 2014 by Sausal Corporation and accepted by Council as complete on December 15, 2014. The acceptance of the project included a 12-month warranty period for equipment, which ended in June 2015.
The clay tile roof started experiencing leaks in 2019. Maintenance staff has performed repairs on reported leaks since that time, with the frequency and impacted areas increasing each year. Staff researched the original project warranties and was unable to find documentation that the roof had a longer warranty than the 12 months discussed in the 2014 project acceptance staff report.
Staff started to outsource a small project to repair the leaking roof areas, but as the areas multiplied, staff decided the more fiscally prudent action would be to remove the existing roof in its entirety and replace it with a new metal roof. The standing seam metal roof specified consists of interlocking metal panels, which utilize minimal roof penetrations and have caps over all penetrations to divert water to the panel and gutters for collection and discharge. The standing seam roof also comes with a 30-year warranty.
Materials Supply
Staff plans to obtain a roofing contractor to perform the work. But in order to reduce time delays and overall project costs, staff bid the project with “Owner Supplied Materials.” Through the California Multiple Award Schedules (CMAS) program provided by California’s Department of General Services, local governments may utilize the CMAS vendors, which have been competitively selected meeting State Contracting Code and the City’s procurement policies. Staff has selected The Garland Company from Cleveland, OH through the CMAS vendor list (Contract # 4-20-56-0006B) to provide the roofing materials necessary to replace the Community Center Roof with a standing seam metal roof.
The attached Materials Sheet for the materials is $176,917.28. Staff recommends that Council authorize the City Manager to execute a contract at the start of Fiscal Year 2024/25 with The Garland Company for an amount not to exceed $176,920 with a 15% contingency of $26,580, for a total authorization not to exceed $203,500.
FISCAL IMPACT
Staff further recommends appropriating the total authorization amount from the Building & Facilities Maintenance Internal Services Reserve Fund (Fund 130) to the Project, effective July 1, 2024.
