COUNCIL PRIORITY WORKPLAN STATEMENT

Explore feasibility of developing a new college preparatory and workforce development program with analysis of future city-initiated funding mechanisms for eligible San Pablo residents is an adopted policy contained in the FY 2023-25 City of San Pablo City Council Priority Workplan, effective May 1, 2023.

BACKGROUND

The City launched a three-year San Pablo Scholarship Pilot Program (Scholarship Pilot Program) in April 2023, benefitting San Pablo youth residents who desire to pursue post-secondary education and career technical training with $1,000 individual scholarships available to qualified applicants. The goal is to reach as many students as possible with the understanding that San Pablo youth have faced extraordinary circumstances and hardships due to the COVID-19 pandemic.

The City desires to engage a consultant to evaluate the Scholarship Pilot Program to understand the program’s impact and analyze possible future City-initiated funding mechanisms for eligible San Pablo students.

In August 2023, staff released a consultant services bid request with a special focus on evaluating the Scholarship Pilot Program. Staff disseminated the bid request to several regionally recognized evaluation firms that have extensive experience within West Contra Costa: Hatchuel Tabernik & Associates, Inc. (HTA); Public Profit LLC (Public Profit); and Social Policy Research Associates (SPRA).  City staff received two proposals: HTA and Public Profit. Both proposals were of same cost to the City. After a thorough process that considered experience with similar evaluation projects, knowledge of West Contra Costa education, College Promise and scholarship programs, and review of deliverables with previous clients, City staff is recommending that the City Council award this contract to HTA.

HTA has previously served in a consultative capacity with the City, through leading multiple cycles of San Pablo’s Youth, School, and Community Partnership Division’s Community Needs Assessments, and has the special training, skill, competence, and expertise necessary to provide the services needed by the City.

HTA has over 25 years as an evaluation partner with nonprofit and public agencies to help them improve their effectiveness, scaling up, maximizing resources, and building capacity. HTA provides reliable data collection, management, and analysis to measure and inform program development.

On December 5, 2023, this item was taken before the Community Services Standing Committee (Cruz/Pineda) for their update and review before moving to the City Council for formal approval.

FISCAL IMPACT

On August 7, 2023, the San Pablo City Council approved funding for the San Pablo Scholarship Pilot program, which included funds for program evaluation (Resolution 2023-122). Funding for this Agreement is currently budgeted for FY23-26 through the General Fund (120-5110-43500 CSD-YSC) and no new appropriations are required.
