Major Policy Goal: Build a Healthy Community - 109 Develop Public Facilities for Active Living is an adopted policy item contained in the FY 2023-25 Adopted City Council Priority Workplan, updated May 1, 2023.

BACKGROUND

On January 20, 2022, the City of San Pablo submitted a Transportation Development Act Article 3 (TDA3) grant application for the Safe Routes to School (SR2S) Rectangular Rapid Flashing Beacon (RRFB) Project (“Project”). On July 27, 2022, the Metropolitan Transportation Commission (MTC) approved the allocation of $120,000 in TDA3 funds for this Project.  Through Resolution 2022-144 adopted on October 3, 2022, City Council accepted and appropriated the grant funds to the SR2S RRFB project.

The Project was originally scoped to install RRFBs at five (5) locations but was expanded to seven (7) locations as listed below:

•                     Broadway Avenue and 15th Street

•                     Broadway Avenue and 16th Street

•                     Market Avenue and 21st Street

•                     Church Lane and Villa Drive

•                     23rd Street and California Avenue

•                     Market Avenue and 24th St

•                     Market Avenue and 17th St

Implementation of the Project will be carried out by the Public Works Maintenance Division.

Staff solicited quotes for supplies and equipment using the California Multiple Award Schedules (CMAS) database. The low responsive bid was from Traffic and Parking Control Co., Inc, (“TAPCO”), of Brown Deer, Wisconsin. The total bid, including freight shipping, was $73,520.49.

The Public Works Department recommends that Council authorize the City Manager to purchase the attached quoted RRFBs from TAPCO in Brown Deer Wisconsin, through the CMAS procurement process.

FISCAL IMPACT

The total purchase cost of materials in the amount of $73,520.49 will be made from the Safe Routes to School Rectangular Rapid Flashing Beacons Project budget (320-0703-43604-TDA-323).  Maintenance Division will charge their labor costs to the same account number.  City staff will request reimbursement from MTC after the costs are incurred.
