Improve Public Safety is a major policy goal, and Support Controlled Substance and Tobacco Enforcement Programs is an adopted policy item contained in the FY 2023-25 City Council Priority Workplan, adopted May 1, 2023.
BACKGROUND
In May 2018, the San Pablo Police Department (SPPD) was awarded grant funding through Proposition 56, which provided funding for one full-time Police Officer and one full-time Police Services Technician (PST). This funding was utilized to build a Tobacco Outreach Unit dedicated specifically to tobacco outreach, education, and enforcement efforts in the City of San Pablo (Resolution 2018-098).
In November 2019, the City Council authorized acceptance of grant funding from the California Department of Justice, in the amount of $1,358,074, to participate in the Tobacco Law Enforcement Grant Program from FY 2021 - FY 2023 (Resolution 2019-164). This grant award provided continued funding to cover the salary and benefit costs of one (1) full time Police Officer, one (1) full time Police Services Technician, and partial funding for one (1) Police Sergeant dedicated to the SPPD Tobacco Outreach Unit.
In August 2022, the Police Department submitted a Tobacco Grant (Tobacco Grant) Application for the period of FY 2024 - FY 2026, to fund the continued operations of the SPPD Tobacco Unit under its existing structure. However, the San Pablo Police Department was selected for a reduced grant award in the amount of $936,288 to fund salary and benefits for only one (1) full-time Police Officer, one (1) part-time Police Sergeant, and associated overtime costs (Resolution 2023-008).
In June 2023, during the new Tobacco Grant solicitation period, SPPD submitted a new application for the amount of $445,997, to fund the salary and benefits of one (1) full time Police Services Technician dedicated to the SPPD Tobacco Outreach Unit. The San Pablo Police Department was selected for a reduced grant award, in the amount of $225,613, to fund salary and benefits for a partial (0.5) PST position during the FY 2024 - 2026 grant period.
The San Pablo Police Department takes tremendous pride in the efforts of our Tobacco Outreach Unit, to reduce illegal tobacco sales and contribute to a safer community through outreach, education, and enforcement efforts. For two consecutive years in 2022 and 2023, SPPD’s Tobacco Outreach Unit has been recognized by the Contra Costa County’s Tobacco Prevention coalition as “Enforcer of the Year”, for the team’s continued enforcement and compliance efforts toward tobacco control.
The support functions of the PST assigned to the Tobacco Outreach unit are critical for initiation and follow-through of SPPD's tobacco enforcement, outreach and educational program goals. A complete absence or loss of this position would compromise the continued success of SPPD’s established tobacco enforcement program.
The San Pablo Police Department supports the grant goals and wishes to continue participation in the Tobacco Grant Program. The awarded grant funds are sufficient to fund the salary costs for one part-time Police Services Technician dedicated solely to the Tobacco Outreach Unit during the grant period.
The administrative, educational, and community outreach responsibilities carried out by the Tobacco Outreach PST heavily support ongoing enforcement efforts performed by sworn personnel; this structure of the Tobacco Outreach unit allows a bolstered and balanced approach of outreach, education, and enforcement when necessary, to gain compliance from our local establishments and reduce illegal sales of tobacco products to minors.
The proposed resolution accepts $225,613 in Tobacco Grant funds over a three year period, authorizes the City Manager to execute an Memorandum of Understanding for Tobacco Grant Funds and appropriates the Tobacco Grant funds to the Police Department budget.
FISCAL IMPACT
Acceptance of this grant award would increase revenues and expenditures over three fiscal years by a total not to exceed $225,613. Funding for the part-time Police Services Technician would be expended from the Police Department Part-Time Salary account, and submitted for grant reimbursement on a quarterly basis as determined by the California Department of Justice. Reimbursed funding would be accepted into the Police Grants revenue account (100-2110-33405), and appropriated back to the Police Department Part-Time Salary account (100-2110-41001).
