BACKGROUND
Funding Source
The Supplemental Law Enforcement Services Grant Fund (SLESF) is a mandated grant as defined by Government Code Section 30061(b)(3)(i), wherein the County remits at minimum $100,000 annually to be spent on frontline law enforcement. The City currently has a balance of $182,484 available for appropriation from Fund 210 (SLESF).
Peregrine Technologies (“Peregrine”)
Peregrine is an advanced analytic platform which provides a quick, single point-of-access to view and analyze large-scale data from various data sources. Since 2018, the Peregrine team has worked directly with City staff to integrate various Police Department records management and operating systems, thereby allowing staff to efficiently access information from various sources within one secure, effective platform. The continued development and use of this software has greatly supported Department operations by increasing efficacy in patrol and investigative processes, and improving responsiveness to public and interagency records requests. Interagency utilization has since further expanded through the development of an electronic process for criminal case filings with the Contra Costa County District Attorney’s Office.
In 2018, the City Council approved Resolution 2018-163, authorizing utilization of Fund 210 (SLESF) for the Police Department’s procurement of a one-year software license agreement with Peregrine, which has been annually renewed following approval by the City Council. Most recently, the City Council authorized a five-year agreement with Peregrine via Resolution 2024-045, effective through June 30, 2029, at a cost of $100,000 per year.
The daily operations of the San Pablo Police Department are supported and streamlined by the Peregrine software’s capabilities. The continuity of this vital technology provides immensely improved operational efficiency, and enables staff to provide a higher level of public safety service to the San Pablo community.
FISCAL IMPACT
The annual renewal cost with Peregrine Technologies from July 1, 2026 through June 30, 2027 was budgeted with available Fund 210 (SLESF) grant funding within the Police Department’s FY 2026-27 operating budget cycle. The proposed utilization of this grant funding source as a budget-balancing measure for FY 2026-27 supports priority goals in continued best management practices with fiscal resilience, fiscal excellence, and fiscal transparency.
The City currently has a balance of $182,484 available for appropriation from Fund 210 (SLESF). Staff requests an appropriation of $100,000 to SLESF Fund 210-2110-43600, for the renewal of software license services with Peregrine Technologies from July 1, 2026 through June 30, 2027.
