FY 2023-2025 Council Priority Workplan Compliance Statements:

Enhance Community Resilience - 202. Identify and Implement Long-Term Environmental Stewardship Goals is a major policy goal contained in the FY 2025-27 City Council Priority Workplan, adopted April 7, 2025.

 

BACKGROUND

Bay Area Community Resources (BACR) has contracted with AmeriCorps (formerly Corporation for National and Community Service - CNCS) through California Volunteers to implement the Sustainability Service Corps program. BACR is collaborating with public and non-profit organizations across the state of California to recruit, train, and place Sustainability Service Corps Fellows at public and non-profit organizations, where they will support greenhouse gas reduction programs or other sustainability projects.

 

The City of San Pablo has previously hosted four AmeriCorps Fellows (Fiscal Years 2017_18, 2018-19, 2019-20, and 2023-24). The Fellows have assisted the Environmental Programs Division with multiple projects ranging from energy efficiency, electric vehicle charging station implementation, solid waste, and stormwater management.

 

For the 11-month term, the 2025-26 Fellow will assist the Environmental Programs Division in implementation activities for solid waste diversion programs, including SB 1383 compliance (composting and food waste diversion). This will include:

                     Development of educational material about the City’s solid waste programs and SB 1383 requirements, including outreach to businesses and residents about “three bin sorting” (landfill, recycling and compost).

                     Develop a procurement plan for meeting the CalRecycle SB 1383 compost procurement requirement.

                     Coordinate and assist the City’s Neighborhood Champions (NC) program.

                     Work with local non-profit groups on trash clean-up events.

                     Assist in performing monthly on-land visual trash assessments called “OVTAs” to assess if there are reductions in litter and illegal dumping throughout the City.

Staff is requesting that the City Council authorize the City Manager to enter into an agreement with the BACR for the above-referenced services in an amount not-to-exceed $31,000. The Fellowship is expected to start in October 2025 and end no later than September 30, 2026.

 

 

FISCAL IMPACT

Funding for this position will come from the FY 2025-26 Public Works Environmental Programs Division Operating Budget (256-3510-43600).
