Improve Public Safety: Strengthen existing and new…public facility/infrastructure projects…is a major policy goal contained in the FY 2023-25 City Council Priority Workplan, adopted May 1, 2023.

 

BACKGROUND

The Edward Byrne Memorial Justice Assistance Grant Program (JAG) provides unsolicited federal funds to every municipality to be used solely for frontline police services. Under this federal grant program, the City of San Pablo Police Department receives awarded funds of varying amounts.

 

In October 2024, the City of San Pablo Police Department submitted a JAG grant application in the amount of $13,318 for the acquisition of an Unmanned Aircraft System (UAS), to support existing public safety and law enforcement operations.  On December 5, 2024, JAG application GRANT14282472 was approved for an award amount of $13,318 under Award Number 15PBJA-24-GG-04702-JAGX.

 

On January 6, 2025, the Police Department was notified that the acquisition of a UAS was not eligible for JAG funding consideration.  Subsequently, the Police Department submitted a revised grant proposal to apply awarded grant funding toward the acquisition of 62 single_unit portable radio chargers, and 25 spare radio batteries, for a total quoted cost of $13,628. The revised grant proposal has been reviewed and accepted by the JAG grant management team.

 

Pursuant to JAG statute (at 34 U.S.C. § 10153(a)(3)), a JAG application must be made available for public comment by citizens and neighborhood- and community-based organizations.  To provide additional notice and opportunity for community input, this item has been noticed as a public hearing.  Notice of this public hearing has been posted and published in a newspaper of general circulation.  Following this public hearing, the City Council may authorize the appropriation of existing, as well as anticipated, monies exclusively to fund frontline municipal police services in accordance with the request(s) submitted by the Police Department.

 

Currently, SPPD portable radio batteries are charged in shared multi-unit charging stations; this setup requires SPPD personnel to physically remove the battery from the radio to dock within the charging stations.   Subsequently, this action renders the emergency radio inoperable at the start and end of each shift.  Acquisition of this radio equipment supports increased efficiency and operational readiness for San Pablo PD personnel and further aligns with the impending upgrade of EBRCSA Emergency radios through the Motorola Lease-Purchase Agreement, which was approved in December 2024 via City Council Resolution.   

 

Upon approval and acquisition, the single-unit chargers will allow SPPD personnel to charge assigned radios within their secured lockers without removing the portable radio battery.    This efficient accessibility of emergency radio communication, in addition to the availability of spare portable radio batteries, supports the increased operational readiness of SPPD personnel for emergency incident response.

 

The quoted cost for 62 single-unit portable radio chargers, and 25 spare radio batteries is $13,628.   The Police Department proposes to use awarded JAG funds, in the amount of $13,318, to fund the acquisition of this equipment.   The remaining cost will be funded by the Police Department’s FY25-26 operating budget (Uniforms and Safety Equipment account).

 

Public Safety Standing Committee

The proposed procurement of portable chargers and batteries was presented to the Public Safety Standing Committee (Councilmember Xavier and Councilmember Pabon-Alvarado) on February 5, 2025. The Standing Committee voted to receive the presentation, and recommended it be forwarded to City Council for formal consideration.

 

FISCAL IMPACT

Acceptance and appropriation of the Justice Assistance Grant (JAG) grant will increase the Police Department’s FY 2025_26 revenues and expenditures by a total of $13,318.  The anticipated grant award funds would be accepted and recorded in Fund 100-2110-33405 and appropriated to the Police Department’s Uniform and Safety Equipment Fund 100-2110-42000.

 

Police Department staff will initiate reimbursement of grant award, and will recorded the grant revenues in Fund 100-2110-33405, upon receipt. The cost difference of the radio equipment purchase will be approximately $310 exceeding the grant award of $13,318, which will be funded by the Police Department’s FY2025_26 operating budget (Uniform and Safety Equipment Fund 100-2110-42000).
