Background
Pursuant to San Pablo Municipal Code (SPMC) Section 2.16.030, the City Council meets regularly on the first and third Mondays of the month.
2026 Calendar of Regular City Council/Local Successor Agency Meeting Dates
For the ensuing month of October 2026, a regular meeting of the City Council is scheduled for Monday, October 19, 2026, pursuant to the 2026 Calendar of Regular City Council/Local Successor Agency Meetings Dates adopted via minute order on October 20, 2025 (See Attachment).
City Manager Absence
Neither the City Manager nor the Assistant City Manager will be available to attend the October 19, 2026, regular meeting due to their scheduled attendance at the 2026 International City/County Management Association (ICMA) Annual Conference in Long Beach, California, on October 17-21, 2026. As a result, there will be no City Manager present at the scheduled regular City Council meeting (See SPMC Section 2.04.200). Additionally, the City Manager has received official notification from ICMA that he will be presented with a 35-year Service of Excellence Award during the Annual Conference, marking a significant career milestone.
The Annual ICMA Conference is a rare opportunity for West Coast city management professionals, as the Conference has not been held in the West Coast region since San Jose, CA hosted it in 2009. The conference is renowned for its comprehensive professional development, providing critical education and training for City Managers and Assistant City Managers. It also serves as a platform for professional credentialing, fostering growth and promoting excellence within the professional city management field.
Staff therefore requests that the City Council discuss and consider cancellation of the October 19, 2026 regular meeting at its regular meeting of September 21, 2026 so that Council members have the opportunity to fully deliberate on the request in advance of the affected date.
If the City Council officially cancels the October 19, 2026 regular meeting by majority vote, all agenda items will be operationally scheduled on the prior regular City Council meeting scheduled on Monday, October 5th. Or, alternatively, those items will be deferred to Monday, November per the adopted 2026 calendar of meetings as noted above.
Notice of the cancellation will be posted as required by State law.
Special City Council Meeting
Finally, it should be noted that the City Council retains the ability to call a special meeting should an urgent matter arise before that date (SPMC Section 2.16.040). Should the City Council decide to schedule a Special City Council Meeting during October 2026, the City Manager will recommend an alternative special meeting date at time of Council deliberation on this agenda matter.
