compliance statement

San Pablo Beacon Community Schools Initiative is an adopted policy item under the FY 2023-25 Council Priority Workplan, effective May 1, 2023.

BACKGROUND

Community Schools is a strategy aimed at closing the achievement gap to strengthen the abilities of our students, families and community. Community Schools look to define, attain and maintain the quality of life that contributes to healthy homes and a community in which all learn and are productive members. Community Schools encourage coordination of academic, social, and health services through partnerships among public schools, local education agencies, city and county government, community-based and faith-based organizations, and other public and private entities. Community Schools provide comprehensive academic, social, and health services for students, students’ family members, and community members that will result in improved educational outcomes for children and youth.

For over ten years, the San Pablo Beacon Community Schools Initiative (SPBCSI) has created places where school, city, and community stakeholders come together to provide diverse, mutually aligned resources to assist the academic, social, civic, and health needs and achievement of our students, their families, and the community. Walter T. Helms Middle School, Bayview Elementary School, Dover Elementary School, EM Downer Elementary School, Lake Elementary School, and Riverside Elementary School are Beacon Community Schools that serve as models for the development and growth of this approach with the West Contra Costa Unified School District (WCCUSD).

Over the last decade, the City of San Pablo (City) has worked to develop strong partnerships with the WCCUSD, public and private entities, and the community to implement and expand the district-wide Community School strategy. The City has partnered with WCCUSD during this time, providing funding and collaborating on the development of an alignment in strategic central systems and supports for City and district-wide implementation of Community Schools. WCCUSD provided matching funds of $100,000 annually from Fiscal Year 2017-18 through Fiscal Year 2022-23 to support Beacon Director compensation.

This newly expanded Memorandum of Understanding (MOU) will include funding for four consecutive fiscal years, from 2023-24 to 2026-27, with total WCCUSD matching funds of $480,850 and City matching funds of $2,038,370. This combined funding will be utilized to continue to support staffing for Beacon Community School coordination in WCCUSD schools in our City and alignment with the WCCUSD Community Schools initiative and collaborative planning between the City and the WCCUSD staff.

Ideally, this would have been brought before the City Council sooner for the FY 2023/24 portion of the MOU.  However, due to unforeseen delays in the negotiation period, the WCCUSD staff was finally able to take this item before the WCCUSD School Board for their review on March 20, 2024, where Board Trustees unanimously voted to approve the agreement.

City staff is currently in the process of soliciting a lead agency which will be responsible for implementing the San Pablo Beacon Community School Initiative for FY 2024-27 and will be coming forward with a forthcoming recommendation at a future City Council meeting.
