COUNCIL PRIORITY WORKPLAN statement
FY 2023-2025 Council Priority Workplan Compliance Statement
Build a Healthy Community is a top Council Priority contained in the FY 2023-25 City Council Adopted Workplan, effective May 1, 2023, as amended through December 16, 2024. Transit Oriented Development Policies and Strategies is identified as Priority 107 and Develop Public Facilities for Active Living (Parks, Open Space, Sidewalks, Trails, Bike Lanes, etc.) is identified as Priority 109. The Measure J Program provides funding for a variety of infrastructure projects, thereby helping to meet these goals.
BACKGROUND
Since 1988, Contra Costa County has had a transportation plan funded by a half-cent on the dollar sales tax ("Measure C" through March 31, 2011, "Measure J" beginning April 1, 2011). This funding has been used to pay for major transportation improvements in Contra Costa County, as well as local streets and roads maintenance and improvements, transit services, bicycle and pedestrian pathways, and transportation for seniors and people with disabilities. Measure J includes a Growth Management Program (GMP) which has an overall goal to "preserve and enhance the quality of life and promote a healthy, strong economy to benefit the people and areas of Contra Costa County through a cooperative, multi-jurisdictional process for managing growth, while maintaining local authority over land use decisions."
Using a formula based on road miles and population, the Contra Costa Transportation Authority (CCTA) allocates 18 percent of the Measure J sales tax revenues it receives to local jurisdictions that comply with GMP requirements. To receive these funds, each jurisdiction must:
• Implement actions called for in the Action Plan for Routes of Regional Significance located within its jurisdiction;
• Adopt a development mitigation program that ensures that new development pays its fair share of the costs of additional facilities needed to support it;
• Address the balance of jobs and housing within the jurisdiction;
• Ensure that traffic impact studies are conducted as part of development review for major trip generators;
• Participate in cooperative planning with other jurisdictions in Contra Costa County;
• Develop a multi-year capital improvement program to meet or maintain traffic service and performance standards;
• Adopt a transportation systems management resolution or ordinance;
• Maintain a minimum level of local street and road expenditures using funding other than Measure J;
• Adopt a growth management element, as part of its General Plan, that establishes guidelines for Vehicle Miles Traveled (VMT) analysis for projects and performance standards for other public facilities;
• Adopt and comply with a voter-approved Urban Limit Line.
Every two years, the CCTA requires that each jurisdiction provide an updated checklist to confirm local conformance with GMP requirements. On March 20, 2023, the City Council adopted Resolution 2023-038 that presented the checklist for Calendar Years 2020 and 2021, including reporting for FY2019/20 and FY 2020/21 funding.
The checklist for the current reporting period is completed and is now being submitted to the City Council for approval, covering reporting for Calendar Years 2022 and 2023. This checklist supports funding for FY 2021/22 and 2022/23. The checklist, with attachments, confirms that the City is in full compliance with GMP requirements and continues to make progress to achieve implementation.
FISCAL IMPACT
There is no impact to the General Fund associated with this resolution. However, submission of the certified Compliance Checklist to CCTA is required for the funding that the City has previously received and will put the City in position to receive its share of Measure J funding in future years.
