Recommendation

Receive presentation and direct the City Manager to proceed with the following recommendations via minute action/order, as follows:

 

1)                     Receive presentation of Proposed DRAFT conceptual City-wide Beautification Plan (Plan); and

 

2)                     Receive final input from the City Council on conceptual capital projects for the Plan; and

 

3)                     Direct the City Manager to formally solicit a project consultant or engineer to develop a final Plan which includes all cost estimates, project timelines, including one-time funding Allocation sources identified for future capital programming into the City’s Multi-Year Capital Improvement Program (CIP) Budget for project implementation for FY 2026-27, FY 2027-28 and FY 2028-29 periods.

CEQA Compliance Statement

This agenda item not subject to environmental review under the California Environmental Quality Act because it would not result in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore are not considered a “project” subject to CEQA review. (Pub. Resources Code, § 21065; 14 Cal. Code Regs.§ 15378.).

 

BACKGROUND:

 

As of April 7, 2025, the FY 2025-27 City Council Priority Workplan adopted via Reso,. No. #2025-044, under Major Policy Area:  Build a Healthy Community, the City Council adopted Policy #121 - Explore New City-Wide Beautification Plan, under the following project categories:

 

                     Landscaping Maintenance;

                     Street Medians;

                     Street Trees;

                     Street Banner Program (Tied to Economic Development)

 

City Council Direction of September 2, 2025

At the end of the September 2, 2025 City Council meeting, a motion was made by Vice Mayor Pabon-Alvarado, seconded by Mayor Cruz, to consider formal consideration at a future City Council meeting (unspecified date) on a new, City-wide Beautification Plan as contained in the FY 2025-27 Council Priority Workplan, last amended on April 7, 2025.  The motion was unanimously approved, 5-0, by the City Council.

 

Proposed City-wide Beautification Plan (Plan)

Due to current budget priorities for the development of the Proposed DRAFT Two-Year GF Operating Budget from September - December 2025, the City Manager held two (2) ideation sessions to solicit input from various City Departments for potential conceptual  capital projects for the proposed City-wide Beautification Plan (Plan) during November 2025 and January 2026. This feedback has led to a Proposed DRAFT conceptual Plan to be presented to the City Council for consideration and review this evening.

 

A total of 14 conceptual capital projects are proposed in the Proposed DRAFT Plan (See Attachment).  Additionally, the City Manager recommends that the project categories be broadly expanded to include the following three (3) new project funding categories for capital programming purposes and availability of additional sources of project funding, as follows:

 

                     Economic Development - New!

                     Landscaping Maintenance;

                     Street Medians;

                     Street Trees;

                     Public Art - New!

                     Other Miscellaneous Projects - New!

 

Initial staff planning guidance included the following program criteria for the Proposed DRAFT Plan, as follows:

 

                     All capital projects must be under $75,000 each; and

                     The annual funding allocation is $250,000 per fiscal year (with project funding not to exceed a 3-fiscal year period totaling $750,000), with recommended one-time funds or (funding source or future grants may also be identified or leveraged); and

                     All capital projects must be identified as:  (1) annual, recurring capital expense: or (2) one-time/procurement expense to be determined and programmed by project consultant/engineer; and

                     All capital projects must comply with the City Manager’s Budget Limit Authority, and applicable City Purchasing Policy requirements; and

                     All capital projects must comply with the State of CA Public Contract Code requirements, if warranted.

 

City’s Adopted Muti-Year CIP Budget Planning

The City maintains an Adopted Multi-Year Capital Improvement Program (CIP) Budget for medium to large projects, each typically exceeding $75,000 each. The adopted Multi-Year CIP Budget outlines project timelines and funding sources and is updated each year to reflect any changes to available project funding, programming or project implementation.

The City Manager will suggest that the proposed DRAFT Plan, once developed, clearly outlines all proposed costs, timelines and future funding appropriation, with the final Plan incorporated into the City’s Multi-Year CIP Budget for FY 2026-27, FY 2027-28, and FY 2028-29 for scheduled adoption by the City Council.

 

City Manager Recommendation

After reviewing the proposed Plan, the City Manager suggests that the City Council approve any changes to the Proposed DRAFT Plan of initial capital projects and directs the City Manager to move forward with the following procedural next steps:

 

1)                     Receive presentation of Proposed DRAFT conceptual City-wide Beautification Plan (Plan); and

 

2)                     Receive final input from the City Council on conceptual capital projects for the Plan; and

 

3)                     Direct the City Manager to formally solicit a project consultant or engineer to develop a final Plan which includes all cost estimates, project timelines, including one-time funding sources identified for future capital programming into the City’s Multi-Year Capital Improvement Program (CIP) Budget for project implementation for FY 2026-27, FY 2027-28 and FY 2028-29 periods.

 

FISCAL IMPACT

None associated with this agenda report.  Additionally, no funding is currently budgeted for project development for FY 2025-26.

 

Future procurement of a project consultant or engineer will require a formal RFP process and funding appropriation using one-time funds from FY 2025-26 GFDR Fund 110 and will require BFLSC recommendation, and City Council appropriation by Resolution. 

 

The City Manager will also be recommending a total funding appropriation for the next 3-fiscal year period not to exceed $750,000 ($250,000 annually) once a final Plan is developed and adopted by the City Council and included in the City's Multi-Year CIP Budget for scheduled adoption by the City Council.

 

Additional funding appropriation for capital projects may require necessary City Council approvals, if required, to comply with the State of CA Public Contracts Code requirements.
