Build a Healthy Community- (100.11) Develop Public Facilities for Active Living is an adopted policy item under the adopted FY 2019-21 Council Priority Workplan, effective March 1, 2019.

 

CEQA Compliance Statement

This project is categorically exempt under the California Environmental Quality Act, Section 15301, Existing Facilities (Class 1) of the CEQA Regulations, on the basis that the project involves repair and minor alteration to the existing public streets, sidewalks, gutters and similar facilities. The Notice of Exemption was filed and recorded with the Contra Costa County Clerk on January 7, 2018. Since the project is also receiving federal funding the project was also determined to categorically exempt under the National Environmental Policy Act (NEPA), Section 23 CFR 771.117(c): activity(c)(3). The Notice of Exemption for NEPA was filed on March 14, 2018 by the California Department of Transportation (Caltrans).

 

BACKGROUND

The Rumrill Boulevard Complete Streets Project is a major City project that proposes to modify Rumrill Boulevard to add Class IV bikeways or cycle tracks in both directions of travel, while reducing the number of vehicle travel lanes in both directions and adding left turn pockets along the corridor.  Related improvements include landscaped buffers, parking protection, and striped buffers as well as potential physical barriers such as landscaping and curbing.  In addition, the Project will include traffic signal modifications, improved crosswalks, lighting and concrete improvements (i.e. curb ramps, sidewalk, driveways, and median), and flashing beacons, as well as storm drainage improvements, including green infrastructure and landscaping improvements.

 

The total cost for the improvements on Rumrill Boulevard is estimated at $19 million dollars. The City of San Pablo has been awarded the following grants, each having restrictions on the type of improvements to be funded:

 

                     The City of San Pablo was awarded a $4.3 million Active Transportation (ATP) Grant managed by Caltrans and distributed through the Metropolitan Transportation Commission (MTC) for design and construction of bicycle related improvements.

                     The City of San Pablo was awarded an $864,634 USEPA San Francisco Bay Water Quality Improvement Fund Grant (SFBWQIF) for design, environmental and to implement green infrastructure as part of the project.

                     The City of San Pablo was awarded a $3.9 million-dollar grant from the California Natural Resources Agency (CNRA) through their Urban Greening Program for construction of bicycle, pedestrian and landscape improvements.

                     The City of San Pablo was awarded a $1 million-dollar Measure J Pedestrian Bike and Trail Facilities (PBTF) grant for construction of pedestrian and bicycle facilities.

                     The City of San Pablo was awarded a $3.2 million-dollar grant from Caltrans for roadway and cycle track improvements.

                     The City of San Pablo was awarded a $85,000 grant from MTC for the installation of rectangular rapid flashing beacons.

                     The City of San Pablo negotiated $2.8 million in funding from Caltrans and Tesoro Refinery as part of an alternative compliance program for the installation of green infrastructure.

City Local Grant Match Requirements

Due to specific terms agreed to under certain grant funding requirements, the City is required to meet additional local grant match requirements as conditions of grant acceptance. Pursuant to Resolution 2019-017, previously adopted by the City Council on February 4, 2019, a total of $1,120,000 from FY 2018/19 General Fund Designated Reserves was previously allocated under the FY 2018/19 GFDR Allocations for the anticipated local grant match requirements for this project, as follows:

Therefore, City staff is requesting a total City Council appropriation of $1,120,000 via majority vote by proposed Resolution this evening toward the Rumrill Boulevard Complete Streets Project to fulfill these local grant match funding requirements for this project.

The fiscal impact of this item is to appropriate the required allocated grant matches pursuant to Resolution 2019-017 to the Rumrill Boulevard Complete Streets Project as follows:

Although City staff has secured eight different grant funding sources for the project, in addition to the City funds, there is still a deficit of roughly $1.8 million. City staff is actively seeking other possible funding sources to finance the shortfall with this project. If additional grant funds are awarded to the City that require grant matches, City staff will return to City Council to request and appropriate any additional grant match requirements.
