FY 2023-25 City Council Priority Work Plan Compliance Statement
Expand safe, family friendly park space is an adopted priority item under the FY 2025-27 City Council Priority Workplan, effective April 7, 2025.
BACKGROUND
On November 5, 2025, Andre Williams, President of the San Pablo Baseball Association (SPBA), submitted a letter to the City of San Pablo requesting a waiver of rental fees for the use of Davis Park Sports Fields and Davis Park Concession Stand for the following days and times from February 2-June 30, 2026:
• Monday - Friday 4:00 pm - 9:00 pm*
• Saturday - Sunday 8:00 am - 5:00 pm
• Exceptions: City Holidays/Closure Dates
*The Davis Park Fields are not available for use until after 6 pm starting June 8 due to the Junior Giants Program. The SPBA will have reduced weekday hours during these times (Monday - Friday 6:30 pm-9:00 pm June 8 - August 14, 2026).
SPBA offers a diverse youth sports program that provides approximately 100 San Pablo youth with the ability to travel to numerous cities and compete against various teams. Participants are recognized for their accomplishments in athletics as well as scholastics to assure them that they are always winners for taking the initiative to do their best.
The SPBA is partnered with the non-profit agency New Life Movement (NLM) and is currently operating under NLM’s 501(c)(3) status. City of San Pablo staff has received written verification of this partnership and that NLM’s 501(c)(3) status is in good standing.
The New Life Movement’s (NLM) mission is to empower youth and young adults to envision new realities for themselves and to uplift their community by cultivating practical, sustainable knowledge and skills that are foundational to the development of healthy interpersonal, academic, and professional relationships.
As a condition of the fee waivers for use of the Davis Park Sports Fields, a representative of the SPBA must participate in at least two of the following major City events to market its program, interact with the public, and/or receive registrations for its program: Spring Eggstravaganza, Fourth of July, City Hall-O-Ween and Holiday Tree Lighting; and (2) participants of the SPBA who reside within the incorporated City of San Pablo boundaries must receive a reduced registration rate compared to non-residents for the 2026 winter spring season; and (3) majority of the participants must be San Pablo residents.
At the time of submittal, the SPBA was still accepting applications and therefore does not yet have complete participant rosters. Once registration is closed and final rosters have been received, staff will review and report the residency findings to the City Manager.
Staff recommends that the City Council approve a fee waiver for SPBA’s use of the Davis Park Sports Fields and Concession Stand for the requested dates and times outlined above.
COMMUNITY SERVICES STANDING COMMITTEE
On December 3, 2025, this item was presented to the Community Services Standing Committee (Cruz/Pineda) for its review and the Committee unanimously recommended moving the item forward to the City Council to approve the waiver of fees for the use of Davis Park Fields and Concession Stand as outlined in this staff report.
FISCAL IMPACT
For FY 2025-26, approval of the proposed resolution may result in forgoing approximately $31,000 in potential General Fund rental revenue.
