BACKGROUND

The City of San Pablo and the San Pablo Police Employees’ Association (SPPEA) are parties to a Memorandum of Understanding (MOU) effective July 1, 2022 through June 30, 2027. During the term of the MOU, SPPEA requested the addition of compensation for a member performing notary public services on behalf of the Police Department. In response, the City and SPPEA have met and conferred and reached agreement on a side letter to amend Section 4 (Salaries) of the MOU to establish a Notary Pay provision. The proposed amendment authorizes the Police Chief to assign qualified employees in the job classification of Police Executive Assistant as the Police Department’s Notary Public.

 

An employee, who is assigned to be the Notary Public, shall receive a monthly compensation of fifty dollars ($50) for providing Notary Public services to the city. The employee must obtain a certificate as a Notary Public and is responsible for any license or recertification process required to maintain the certificate as a Notary Public. The City will pay for the fees associated in obtaining and renewing the certificate on behalf of the assigned employees.

 

PROPOSED PLAN AMENDMENTS

The proposed resolution would approve amendments to Section 4 (Salaries) of the SPPEA Memorandum of Understanding to establish a Notary Pay provision. The amendment authorizes the Police Chief to assign a qualified employee in the Police Executive Assistant classification as the Police Department’s Notary Public. The provision, as set forth in the side letter agreement with represented employees, would be effective from the date of execution of the side letter through June 30, 2027.

 

FISCAL IMPACT

The fiscal impact of the proposed Notary Pay is minimal, consisting of a monthly stipend of $50 ($600 annually) for the single Police Executive Assistant position authorized to serve as the Department’s Notary Public; for FY 2025-26, the estimated cost is $50, which will be absorbed within the Police Department’s existing adopted budget.
