COUNCIL PRIORITY WORKPLAN statement

Major Policy Goal: Build a Healthy Community - 109 Develop Public Facilities for Active Living is a priority item under the FY 2023-25 Council Priority Workplan, effective on May 1, 2023. 

 

BACKGROUND

The Happy Friday Park Project (0502) (originally bid as Bush Avenue Pocket Park Project) was a proposed multi-benefit, community-informed pocket park project that transformed the 1701 Bush Avenue vacant lot into a pocket park with swings, exercise loop, fitness machines, shade structures, other play equipment, and native plants-all elements residents stated they would like to see.

 

On December 23, 2021, California State Parks approved the City of San Pablo’s Per Capita allocation of Proposition 68 funds in the amount of $196,899. On March 1, 2022, the City was notified that the City of San Pablo’s Clean California Local Grant Program (CCLGP) grant application was successful and the City had been awarded $377,000. On March 21, 2022, pursuant to Resolution 2022-045, the Council accepted and appropriated the funds from the CCLGP grant to fund the Neighborhood Champion Program and Public Outreach for this project and the Proposition 68 Per Capita allocation to the Bush Avenue Pocket Park Project (0502).

 

On February 20, 2024, City Council awarded the construction contract pursuant to Resolution 2024-023 to Michael Paul Company, Inc. in the amount of $571,887.66 with a 15% contingency for a total authorization not to exceed $657,671. The Notice to Proceed was issued on March 13, 2024, and work was substantially completed on October 31, 2024. 

 

Notable change orders included additional slab excavation, addition of a 4-inch drain and dry well, additional site grading for the fibar play area, irrigation changes for EBMUD water connection, and additional sidewalk.

 

The final construction contract amount to Michael Paul Company, Inc. is $656,131.71. The proposed final estimate letter was issued to Michael Paul Company, Inc. on November 22, 2024. Michael Paul Company has concurred and accepted the final estimate through a correspondence dated November 22, 2024.

 

In January 2024, the City began the pilot year for the Neighborhood Champions Program. The Public Works Department hired three local residents as “Neighborhood Champions” who served as dedicated community liaisons for the ‘San Pablo Shines’ beautification outreach campaign, focusing their efforts on revitalizing Old Town and achieving three primary objectives (1) Reduce litter and illegal dumping, (2) Increase awareness of the City’s free waste disposal programs, and (3) Cultivate a sense of pride among residents, inspiring them to actively participate in maintaining a litter-free and vibrant city.  The City of San Pablo paid these champions $2,000 over a 12-month period for their efforts, which was part of a CCLGP grant. The Neighborhood Champions hosted 9 neighborhood cleanups that have removed over 10,500 gallons of trash and recruited over 100 volunteers in addition to other tasks. Stormwater Utility Assessment funds were used as part of this project as a match to meet the C.10 requirements of the City’s National Pollutant Discharge Elimination System permit.

 

By adopting the attached resolution, the Council will accept the work as complete and authorize the City Engineer to issue a Notice of Completion.  This action will allow the title of the work to transfer from the contractor to the City.  The City is holding 5% retention on this project. After the prescribed period of recordation of the Notice of Completion, the City will release the final retention payment.

 

Furthermore, the proposed resolution reallocates previously appropriated unused project funds in the amount of $55,234.14 from the Happy Friday Park Project (0502) to the McNeil Park Project (0501) which includes $15,000 of Street Lighting and Landscape Assessment District funds to fund additional park facilities and aligns with the goals of reducing litter and illegal dumping and to cultivate a sense of pride amongst residents and unused project funds in the amount of $50,000 to the San Pablo Avenue Bridge Replacement Project (0202) to fund additional grant procurement expenditures for the replacement of the bridge and neighboring Kennedy Plaza Park renovation which will align with goals to reduce litter and illegal dumping and will additionally cultivate pride amongst residents.

In addition, upon completion of the Happy Friday Park, additional Maintenance Division staff resources will be required for ongoing maintenance of the new facility. The additional maintenance resources are estimated to be $25,000 per year, which includes $5,000 in materials and supplies and 0.2 FTE of staff time in the Maintenance Division.
