COUNCIL PRIORITY WORKPLAN STATEMENT

San Pablo Beacon Community Schools Initiative is an adopted policy contained in the FY 2023-25 San Pablo City Council Priority Workplan, effective May 1, 2023.

BACKGROUND

The City desires to engage a consultant to provide an evaluation of the Team for Youth (TFY) Grant Program, which includes the San Pablo Beacon Community School Initiative (SPBCSI), the recent Council-approved addition of the Childhood Obesity Prevention program strategy, the San Pablo Youth Commission, and Measure S supported activities in San Pablo public schools. Additionally, the City desires to obtain evaluation services for Measure S and Measure K services.

In July of 2023, staff released a consultant services bid request with a special focus on evaluating the City of San Pablo’s annual Team for Youth Grant Program which funds the San Pablo Beacon Community Schools Initiative, as well as the locally approved annual sales tax measures, Measure S and Measure K. Staff disseminated the bid request to several regionally recognized evaluation firms that have extensive experience within West Contra Costa: Hatchuel, Tabernick and Associates Consulting (HTA); Public Profit LLC (Public Profit); and Social Policy Research Associates (SPRA).  City staff received two proposals: Public Profit and SPRA. Both proposals were of same cost to the City. After a thorough process that considered experience with similar evaluation projects, knowledge of West Contra Costa education, community schools, and grant making context, and review of deliverables with previous clients, City staff is recommending to award this contract to Public Profit.

Public Profit’s focus on point-of-service quality is unique among youth program evaluators influenced by research that shows that the quality of young people’s experiences drives outcomes by leveraging existing validated tools, such as the Program Quality Assessment and Dimensions of Success Tool to improve the rigor of their findings while saving time and money, they focus on quantitative analysis, site visits, focus groups, document review, and staff training to create a tailored approach to each project.

Public Profit will also develop Measure S and Measure K Annual Reports to be presented to the Citizens' Oversight Committee to meet requirements under the Sales Tax Ordinances previously adopted by the City Council.

On December 5, 2023, this item was taken before the Community Services Standing Committee (Cruz/Pineda) for their update and review before moving to the City Council for formal approval.

Funding for the Agreement is part of the Measure S funding in the Community Services Department/Youth, School, and Community Partnerships Division budget.
