BACKGROUND

The City Manager’s Office received an event sponsorship request from Organizacion de Negocios Unidos/United Business Organization to support its Holiday Toy Giveaway on Saturday, December 20, 2025, from 10:00am to 2:00pm on Garvin Street, between 22nd and 23rd Streets in Richmond, CA. The event is free and open to the public.

 

The Organizacion de Negocios Unidos/United Business Organization is a newly formed organization of business and civic leaders in San Pablo and Richmond. They are a group that is dedicated to addressing the needs of the 23rd Street commercial district and surrounding areas. The mission of the organization includes aiming to create a lasting, positive impact that drives job creation, promotes innovation, supports economic development, and advances social causes that align with the interests and investments of their members in the community.

 

Last year's Holiday Toy Giveaway and Reyes Mago allowed for a donation of over 2,500 toys to local children.

 

Given the use of public funds with this City Council event sponsorship, the event sponsor must ensure that the scheduled special event will be free and open to the general public. An approved event sponsorship will authorize the temporary use of the City's official City logo for marketing purposes for this special event only. The Latina Center, as a qualified 501(c)(3) non-profit organization, will serve as the fiscal agent for the Holiday Toy Giveaway.

 

FISCAL IMPACT

A total of $30,000 has been budgeted for Special Event Sponsorships under the adopted FY 2025-26 Annual Operating Budget (100-1110-44050). As those funds have been exhausted, City Council approved an additional $10,000 for FY 2025-26 Special Event Sponsorships via Resolution #2025-140. The authorized sponsorship in the amount of $2,000 will be deducted from this account code leaving a remaining balance of $8,000 in FY 2025-26 for future sponsorships approved by the City Council.
