BACKGROUND
On April 2, 2018, the City Council adopted Resolution 2018-046 which authorized the FY 2018/19 San Pablo Community Foundation (SPCF) grant application guidelines, program criteria and policy changes as recommended by the City Manager. Following City Council approval, the City Manager finalized all SPCF grant application guidelines and officially announced the availability of the FY 2018/19 SPCF Grant Program application guidelines to the public on April 3, 2018, with a grant submittal deadline of May 1, 2018.
San Pablo Community Foundation Grant Review Committee
On June 6, 2018, per adopted Council Policy by Resolution 2018-046, the San Pablo Community Foundation Grant Review Committee reviewed all (31 eligible & 1 ineligible) applications totaling $282,300 in grant funding requests received by the City for the FY 2018/19 SPCF Annual Grant Program following the grant application deadline of May 1, 2018.
SPCF Grant Review Committee - Grant Award Recommendations
Following review by the SPCF Grant Review Committee, a total of 19 applicants are being recommended for FY 2018/19 SPCF grant funding awards totaling $100,000 of available program funding and are being submitted to the City Council for final approval.
Conflict of Interest Issues for City Council or City Staff
As has been the prior practice, it is anticipated that City Councilmembers who presently sit on the Boards for any non-profit that has applied for these grants recuse (or disqualify) themselves from any discussions, recommendations, or votes for those non-profits to avoid any conflicts of interests or even the appearance of a conflict. Thus the Council action will be segmented in a Group A and a Group B and a Group C to allow these recusals to occur. With recusals or disqualifications for conflicts of interest, the Council Members are not counted towards the quorum. There may be occasions when a City Councilmember or City staff member are members of a potential grant recipient organization but are not serving on the board. In those instances, if the Councilmembers and staff members indicate that they can be impartial in determining the grant awards, they do not have to recuse themselves from the vote or process.
Appeals Received
The City Manager’s Office reports that there is one (1) applicant, Girls, Inc. who have appealed in writing by the required deadline to be reconsidered for a FY 2018/19 SPCF grant award by the City Council. (See Attachment 4).
The City Council may hear the appeal from Girls, Inc., and render an appropriate decision after Council deliberation. As per the Council’s adopted policy, the City Council may or may not change the grant recipients and amount of awards being recommended by the SPCF Grant Committee by majority vote via resolution.

Conflict of Interest Declarations
A conflict of interest exists for Mayor Genoveva Calloway as she sits currently on the Board of Directors for the Weigh of Life, a non-profit organization, and she intends to recuse/disqualify herself.
Vice Mayor Paul Morris is a current Trustee for the West Contra Costa Salesian Boys and Girls Club (WCCSBGC), which is currently the Fiscal Agent for San Pablo Baseball Association and he intends to recuse/disqualify himself from acting on that item.
A PowerPoint presentation which summarizes the FY 2018/19 SPCF Grant Award process will be presented by the City Manager.
Procedure for Grant Award Considerations
The City Manager, in consultation with the City Attorney, has determined the following procedure for City Council funding consideration and grant award:
• Staff report/presentation
• Any City Council questions to staff
• Mayor Calloway recuses herself
• Public comments regarding Weigh of Life
• Deliberation by the remaining City Council Members on the resolution for the application of Weigh of Life; vote; Mayor Calloway returns to the dais
• Vice Mayor Morris recuses himself
• Public comments regarding San Pablo Baseball Association
• Deliberation by the remaining City Council Members on the resolution for San Pablo Baseball Association; vote; Vice Mayor Morris returns to the dais
• Public comments related to all other nonprofits, including comments from the applicants and the appeals from the non-recommended applicants
• Close the public comment period
• Deliberations by the City Council on the resolution for all applications except Weigh of Life and San Pablo Baseball Association; vote
Separate Resolutions for Group A, Group B and Group C grant awards are included for City Council review and consideration (See Attachments), as follows:
• Group A will be voted on by the entire City Council without Mayor Calloway due to a Conflict of Interest.
• Group B will be voted on by the entire City Council without Vice Mayor Morris due to a Conflict of Interest
• Group C will be voted on the entire City Council as there are no conflicts of interest.
FISCAL IMPACT
Funds totaling $55,000 are already budgeted in the FY 2018-21 City Council departmental budget (100-1110-44050) for these grants. Additional funding of $45,000 from external sources provides grant funds totaling $100,000, sufficient to cover all grant awards. SPCF grant award recipients will receive funding no later than June 28, 2018 upon City Council approval.
