CEQA Compliance Statement

Pursuant to CEQA Guidelines Section 15061 (b)(3), the adoption of the subject resolution authorizing Public Works to approve grant funding is exempt from CEQA requirements. Under Guidelines section 15378, “project” does not include the creation of government funding mechanisms or other government fiscal activities, which do not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment. However, the Rumrill Complete Streets Project will be subject to CEQA compliance.

 

BACKGROUND

On May 16, 2016, adopted Resolution No. 2016-169 approved staff’s request to apply for the EPA San Francisco Bay Water Quality Improvement Fund (SFBWQIF) grant to implement green infrastructure along Rumrill Boulevard as part of the Rumrill Complete Streets Project. On September 29, 2016 the City’s application was selected for award in full for $864,634.

 

The SFBWQIF grant will implement green infrastructure, specifically bioretention swales along Rumrill Boulevard between Costa Avenue and San Pablo Avenue that will capture and treat rainwater runoff from the road and surrounding properties. These bioswales will be designed to capture and remove pollutants such as PCBs, mercury and hydrocarbons from the water prior to infiltration into the groundwater or discharge to the creeks. In addition, the bioretention swales will act as “full trash capture devices” along Rumrill Blvd., capturing trash for removal prior to entering the storm drain system.

 

The inclusion of green infrastructure in the Rumrill Complete Streets project will help to meet MRP 2.0 requirements by meeting the green infrastructure requirement for the permit term and providing reductions in PCB, mercury and trash.

 

The SFBWQIF grant has a 50% match requirement; however, this $872,602 match will be met through the implementation of the Caltrans Active Transportation Program (ATP) Grant per Resolution 2016-012. Additional Measure J-Pedestrian, Bicycle and Trail Facilities (PBTF) Grant funding in the amount $1 million will help exceed this grant match requirement pending June 2017 Contra Costa Transportation Authority Board approval of the One Bay Area Grant 2 (OBAG 2)/ Measure J Coordinated Call for Projects Program.

 

FISCAL IMPACT

Grant funding in the amount of $864,634 needs to be accepted into 320-3200-33403-RUM-EPA and appropriated to the 2016/17 Capital Improvement Program project - Rumrill Complete Streets (320-3200-43600-RUM-EPA).
