FY 2015-2017 Council Priority Workplan
The Amador St. and El Portal Dr. Radar Speed Signs project (RAD-SGN) is an adopted policy item under the Public Safety policy area under the Traffic Safety Program of the FY 2015-17 City Council Priority Workplan, effective October 1,2016.
CEQA Compliance Statement
The project is categorically exempt under the California Environmental Quality Act, Section 15301c of the CEQA Regulations, Existing Facilities. A Notice of Exemption will be filed with the Contra Costa County Clerk.
BACKGROUND
Over recent years, speeding has become a major problem on Amador Street and El Portal Drive; in particular, between Mission Bell and Road 20, both of which have school zones. The City has tried to address the problem by having focused ticketing campaigns, using a crossing guard and installing an in-ground lighted crosswalk. Unfortunately, motorists continue to speed. Both of these streets are challenging for the City police officers to enforce because limited or no parking makes it difficult for officers to safely track and pursue speeding vehicles. On Amador Street, there is no parking on one side, so enforcement actions are limited to one direction of traffic. On El Portal Drive, there is no parking on either side of the street in the school zone, making ticketing enforcement particularly challenging.
Amador Street is a class III bike route and El Portal has class II bike lanes. The installation of fully equipped radar speed signs will encourage motorists to slow down and create a safer environment for pedestrians, bicyclists and motorists. The City’s goal is to reduce the number of speeding vehicles on both of these roads. The speed signs are perceived as warning devices. Enforced ticketing after the signs are installed should reduce the number of speeding vehicles. In addition, supplemental speed surveys will be performed to monitor the effectiveness of the signs.
The project is located along El Portal Drive between Road 20 and Mission Bell Drive, and Amador Street between Alpine Road and Shasta Avenue. The plan consists of installation of two solar powered radar feedback speed signs on Amador Street, and four on El Portal Drive.
On May 5, 2017, the project was advertised for informal bids in conformance with Section 3.16.070.B of the Municipal Code and the submittals were opened on May 30, 2017. Four bids were received ranging from $61,720 to $131,400, as shown in the following table:

The lowest bidder, DC Electric Inc., submitted a bid in amount of $61,720, which is less than the engineer’s estimate of $67,600.
FISCAL IMPACT
The contract amount is $61,720, with an approximate 10% contingency amount of $6,280, for a total authorization amount of $68,000. TDA Grant funding in the amount of $48,000 will need to be accepted and appropriated. The remaining balance of $20,000 will need to be reallocated from the FY 2016/17 Capital Improvement Program Giant Road Railroad Quiet Zone Analysis Study (320-3200-43600-GAV-RRZ) to the Amador Street and El Portal Drive Radar Speed Signs project (320-3200-43600-RAD-SGN). The study underway for the Giant Road project did not need the full amount that was originally appropriated. If the study determines the sites are eligible for Quiet Zone designations, capital funding will be made available in a future fiscal year.
