Traffic Safety Program - improve traffic and pedestrian safety through enforcement, outreach, and environmental design, is a major policy goal contained in the FY 2023-25 City Council Priority Workplan, effective May 1, 2023.

 

 

BACKGROUND

 

The San Pablo Police Department was recently selected by the California Office of Traffic Safety (OTS) to receive grant funding in a total amount of $60,000 to participate in the “Selective Traffic Enforcement Program” (STEP).  These funds are provided to the Police Department to develop and maintain a proactive and comprehensive approach to address traffic safety through training, education, and enforcement, and to reduce the number of injuries and deaths resulting from motor vehicle collisions caused by impaired driving and other Primary Collision Factors (PCF).

 

The City of San Pablo is geographically located along Interstate-80 - a major freeway which spans from San Francisco to the Nevada state border.  Interstate-80 is heavily traveled on a daily basis for both commute and recreational purposes.  Additionally, San Pablo Avenue is a major traffic corridor which traverses directly through the City of San Pablo, spanning 7.39 miles across several major East Bay Area communities; this thoroughfare is often utilized as an alternate route for motorists to circumvent traffic congestion on the I-80 freeway.

 

Increased traffic on our City’s roadways creates increased public safety challenges associated with dangerous driving behaviors such as speeding, distracted driving, and impaired driving.  Grant-funded strategies, including focused traffic safety enforcement and educational programs, are designed to enhance an overall deterrent effect upon unsafe driving behaviors which impact the safety of motorists, bicyclists, and pedestrians in our community. 

 

The Police Department intends to utilize awarded funds to conduct traffic safety enforcement operations (impaired driving, DUI checkpoints, distracted driving, bicycle and pedestrian safety, and other Primary Collision Factors), provide additional officers with specialized training and equipment related to traffic and impaired-driving investigations, and to conduct educational traffic safety presentations to members of our community.   Advanced training in DUI detection - in conjunction with enforcement and educational opportunities - are all critical components to prevent DUI-related collisions, improve traffic safety, reduce traffic collision-related injuries, and to save lives.  

 

The San Pablo Police Department supports the grant goals and wishes to participate in the grant program.    The grant period is from October 1, 2024 - September 30, 2025, and allows a maximum of $60,000 in approved grant-related expenses to be reimbursed by the State of California Office of Traffic Safety (OTS).

 

 

FISCAL IMPACT

 

Reimbursed grant funding, in an amount not-to-exceed $60,000 during the grant period, would be accepted into the Police Grants revenue line item (100-2110-33405) and appropriated to the Overtime line (100-2110-41002), the Uniforms/Equipment line (100-2110-42000), and the Training and Travel line (100-2110-44320) for associated grant activities, operations, and purchases in the following amounts:
