FY 2023-2025 Council Priority Workplan Compliance Statements:
The execution of an agreement for the installation and maintenance of Automated External Defibrillators (AEDs) is not included in the City Council’s Priority Workplan but is recommended to enhance the safety of City employees, residents, and visitors by ensuring reliable emergency response capabilities during potential medical emergencies.
BACKGROUND
Automated External Defibrillators (AEDs) are critical life-saving devices designed to provide rapid emergency response during incidents of sudden cardiac arrest. Strategically placing AEDs throughout City facilities improves emergency preparedness and enhances the safety of employees, residents, and visitors by increasing access to immediate defibrillation when needed.
To ensure the City’s AED program remains compliant, reliable, and operational, staff solicited a proposal from Cintas Corporation No. 2 (Cintas) to provide a comprehensive AED management program. Under the proposed agreement, Cintas will install and maintain sixteen (16) AED units located at multiple City facilities. Services include installation, routine inspections, replacement of expired batteries and electrode pads, ongoing monitoring, preventative maintenance, and regulatory compliance support to ensure the devices remain rescue-ready throughout the term of the agreement.
The proposed agreement utilizes the Cintas Workplace Solutions Cooperative Acceptance Agreement (Contract No. 001299), which piggybacks on the OMNIA Partners cooperative contract awarded by the University of Nebraska to Cintas Corporation No. 2. Pursuant to San Pablo Municipal Code 3.16.110 (E), the City may waive formal bidding requirements and procure goods and services through a competitively awarded cooperative purchasing agreement established by another public agency.
The agreement provides for a three-year service term at a rate of $130 per AED cabinet per month. For sixteen (16) units, the total monthly cost is $2,080, resulting in a first-year cost of $24,960. The Master Service Agreement provides for an annual price adjustment of 3%, resulting in an annual cost of $25,709 in year 2 and $26,480 in year 3, for a total contract not to exceed amount of $77,149 over the three-year term.
The AEDs currently installed throughout City facilities have reached the end of their useful life, and replacement batteries and components are no longer manufactured or available. Although Public Works Maintenance staff currently oversee the City’s AED program, the increasing complexity of AED technology, maintenance requirements, and regulatory compliance make outsourcing these services the most cost-effective and operationally efficient solution.
Approval of the proposed agreement will establish a comprehensive maintenance and compliance program that ensures the City’s AEDs remain fully operational and available for emergency use.
Staff recommends that the City Council adopt the attached resolution authorizing the City Manager to execute a three-year Agreement with Cintas Corporation No. 2 for the installation and maintenance of sixteen (16) Automated External Defibrillators (AEDs) at City facilities in an amount not to exceed $77,149.
FISCAL IMPACT
The proposed agreement has a total not to exceed amount of $77,149 over a three-year term. Funding for the Agreement is available in the Public Works Property Maintenance Professional Services budget (Account Code 100-3410-43600) within the Fiscal Year 2026-27 and Fiscal Year 2027-28 Biennial Budget adopted by the City Council. Funding for the remaining portion of the agreement will be included in the subsequent fiscal year’s operating budget, subject to City Council approval. No additional budget appropriation is
requested at this time.
