City Council Ad-Hoc and Standing Committees are not adopted policies contained in the FY 2023-25 Council Priority Workplan, effective May 1, 2023.
BACKGROUND
Pursuant to San Pablo Municipal Code Section 2.16.070, the Mayor makes all City Council assignment recommendations, which are then affirmed by majority vote of the City Council to become effective. On January 16, 2024, the City Council approved all City Council assignments for Calendar Year 2024 by majority vote via Resolution 2024-007.
New City Council Temporary Ad-Hoc Subcommittee (CY 2024)
Currently, there is an operational need to establish a new City Council Ad-Hoc Subcommittee to develop business and policy recommendations to the City Council related to project feasibility for the following focus areas, as follows:
• External Technology Feasibility Projects: Potential projects, including but not limited to: Internet Service Provider (ISP) public/private partnerships; New EV Infrastructure Feasibility & Investment Projects (Public/Private); City-wide Public Fiber Project (Phase II)
• Internal Technology Feasibility Projects: Potential projects, including but not limited to: A.I. Local Government Pilot Program (FY 2024-25);
The City Manager is recommending formal establishment of this new Temporary Ad-Hoc Subcommittee by minute action via majority vote this evening.
Mayor Recommendation on City Council Assignments
Upon recommendation by Mayor Ponce pursuant to the requirements of San Pablo Municipal Code Section 2.16.070, the following two (2) Councilmembers are hereby assigned to this newly established Temporary Ad-Hoc Subcommittee, as follows:
• Vice-Mayor Arturo Cruz; and
• Councilmember Abel Pineda
Ralph M. Brown Act Requirements
All Temporary Ad-Hoc Subcommittees formally established by the City Council have a limited duration of assignment and purpose. The Temporary, Ad-Hoc Subcommittee established for this purpose will be dissolved upon conclusion of all necessary business associated with these external and internal technology projects by December 31, 2024. Since the proposed Temporary Ad-Hoc Subcommittee will be compose of solely less than a quorum of the City Council, is serving a limited or single purpose, and will be dissolved once its specific task is completed, it is not subject to the open meeting requirements of the Ralph M. Brown Act. The City Council will ultimately consider any recommendations initially developed by the Ad-Hoc Subcommittee in an open and public City Council Meeting.
