BACKGROUND

On April 2, 2018, City Council adopted Resolution 2018-047, which dedicated an annual revenue source from the City’s adopted Digital LED Billboard Annual Revenue ($100,000 in FY 2018/19 and 20% of Billboard revenue not to exceed $100,000 annually thereafter). On April 16, 2018, City Council also adopted Resolution 2018-059, which authorized a portion of Annual Sales Tax Revenue from Measure Q to fund childhood obesity prevention programming (25 percent not to exceed $200,000 annually) with both resolutions effective at the start of Fiscal Year 2019. The combination of these two funding sources equated to $300,000 in annual funding for programs and services to combat childhood obesity in San Pablo.

 

Since the passing of the resolution, the Community Services Department staff have annually released Request for Proposals (RFP’s), soliciting proposals that help combat childhood obesity in the City of San Pablo.

 

Following declarations of emergency by the State of California (March 4, 2020), Contra Costa County (March 16, 2020) and the Federal government (March 13, 2020), the City Council of the City of San Pablo adopted Resolution 2020-034 on March 16, 2020 proclaiming the existence of a local emergency due to the Novel Coronavirus (COVID-19) pandemic.  The City Council has extended the emergency by resolution at every subsequent regular City Council meeting.  The City Manager, acting as the City’s Emergency Services Director, provided multiple Modified City Operations Plan updates (March 16, 2020, March 19, 2020, April 1, 2020, and April 8, 2020) pursuant to San Pablo Municipal Code Chapter 2.36 and the City’s ongoing Declaration of an Emergency.

 

Due to the coronavirus COVID-19 pandemic and the Contra Costa County Public Health Department’s Shelter-in-Place Order (that was issued March 31, 2020), most city run programs, were modified or closed due to the pandemic, including the FY 2020/21 Childhood Obesity Prevention Grant Program (Resolution 2020-045). 

 

Throughout the duration of the COVID-19 Pandemic, the City of San Pablo has remained at or near the top of the list of cities with the highest number of positive COVID-19 cases, leading to the City of San Pablo labeled as a “hot zone” for COVID-19. Numbers are generated based upon the number of positive cases the City of San Pablo has (per-capita 100,000) when compared to other cities in Contra Cost County (also per capita 100,000).

 

While the number of vaccinated individuals in the community is increasing, the percentage of San Pablo residents who have received vaccinations is under the County average; thus, the threat and potential spread of COVID-19 is still prominent in our area.

 

Staff recommends that the City Council direct the City Manager to temporarily suspend and defer issuance of a new Request for Proposal (RFP) process for the FY2021/22 City of San Pablo Childhood Obesity Prevention Grant Program due to the Coronavirus (COVID-19) Pandemic.

 

FISCAL IMPACT

This action does not result in the expenditure of any program funds at this time due to the temporary suspension for the forthcoming FY 2021/22 period.  Any revenue received for suspended COPAG programming during FY 2021/22 will remain in the City’s General Fund as part of the audited fund balance following completion of the year-end audit by the City’s Auditor for period ending June 30, 2022, if not appropriated before June 30, 2022 by City Council Resolution for any future operational or program adjustment.
