CEQA Compliance Statement

Generating the list of SB 1 RMRA funded projects is not a project as defined by CEQA. As the projects are developed, each will be assessed regarding CEQA requirements before construction.

 

BACKGROUND

On April 28, 2017, the Governor signed Senate Bill 1 (SB 1), Road Repair and Accountability Act of 2017, to address transportation funding shortfalls statewide. SB 1 established a Road Maintenance and Rehabilitation Account (RMRA) in the State Transportation Fund. Since January 2018, the State Controller has been depositing funds generated from increased fuel taxes and vehicle registration fees into the RMRA. A portion of the RMRA funds are distributed on a monthly basis to the City for basic road maintenance rehabilitation and critical safety projects on local streets and road systems. In Fiscal Year 2025-26, the City of San Pablo is projected to receive $844,956 in SB 1 RMRA funding.

 

On June 17, 2024, the City Council, pursuant to Resolution 2024-085, approved a proposed project list to complete the San Pablo Dam Road I-80 Gateway Improvements Project (0605) and the Giant Road Pavement Rehabilitation Project (0601) during FY2024-25. However, the projects were slightly delayed and work is now slated to start in FY2025-26.

 

In 2022, the City received Pavement Management Technical Assistance Project (P-TAP) grant funding, managed by the Metropolitan Transportation Commission (MTC). Under P-TAP, MTC contracts with qualified consulting firms to provide assistance to Bay Area jurisdictions for eligible pavement projects. MTC then assigns a consultant to each awarded jurisdiction and the consulting firm works with the jurisdiction to draft a comprehensive report on the conditions of pavement of the streets within the jurisdiction.

 

Based upon the report findings, staff recommends the Giant Road Pavement Rehabilitation Project (0601) and San Pablo Dam Road I-80 Gateway Improvements Project (0605) to be completed in part with SB 1 RMRA funding during FY2025-26. The projects include streets to be rehabilitated based on pavement condition index (PCI), street functionality (Arterial) and public safety factors.

 

On April 1, 2025, the City of San Pablo was notified it had been selected for P-TAP Round 26 assistance. City staff will again work with a consultant in FY2025-26 to draft another comprehensive report on the current conditions of pavement in the City, which will be used to identify and prioritize future road maintenance and paving rehabilitation projects. 

 

Giant Road Pavement Rehabilitation Project

The Giant Road Pavement Rehabilitation Project will rehabilitate street pavement with an overlay and slurry seal, upgrade curb ramps to current ADA standards and eliminate sidewalk hazards. The Giant Road Pavement Rehabilitation Project (0601) will include the following street segments:

San Pablo Dam Road I-80 Gateway Improvements Project

The San Pablo Dam Road I-80 Gateway Improvements Project will include grinding and paving, and improvements to medians, sidewalks, and pedestrian crossings. In addition, the project will include signal relocations and new striping. The San Pablo Dam Road I-80 Gateway Improvements Project (0605) will include the following street segments:

In order to meet SB 1 funding requirements for Fiscal Year 2025-26, city staff will submit to the California Transportation Commission the proposed projects and adopted resolution once approved.

 

FISCAL IMPACT

City approval of the required project lists puts the City in a position to receive all available revenues. The City is projected to receive $844,956 in SB 1 RMRA funding for Fiscal Year 2025-26.

The estimated cost of the Giant Road Pavement Rehabilitation Project is $1,166,340 and the useful life of the project is estimated to be 5-10 years. The San Pablo Dam Road I-80 Gateway Improvements Project is $2,400,000 and the useful life of the project is estimated to be 10 years. City staff will return to appropriate SB1 RMRA funding and other funding sources when the projects are awarded to the selected contractors.
