CEQA Compliance Statement

This proposed action is not a project under the California Environmental Quality Act (CEQA), pursuant to Guidelines section 15378(b)(5): Organizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment.

 

BACKGROUND

On May 1, 2017, City Council approved Resolution No. 2017-078, authorizing the City Manager to execute the first Tri-City Consortium agreement with the cities of Pinole and Hercules, whereby the City of Pinole Police Department provides dispatch communication services for the agencies, and the San Pablo Police Department provides IT personnel support in maintaining the IT infrastructure for Computer Aided Dispatch (CAD), Records Management System (RMS) and related software systems.

 

On August 7, 2017, an inter-agency agreement between the City of San Pablo and the Contra Costa Community College District (District) Police Department was ratified by the San Pablo City Council, for the provision of dispatch services to the District through the Tri-City Agreement.   Under this inter-agency agreement, the City of San Pablo Police Department agreed to add seven District officers assigned to the Contra Costa Community College campus in San Pablo to the City’s sworn officer list within the Tri-City Agreement, to ensure the District and its assigned officers at the Contra Costa College Campus would receive communication dispatch services provided by the Pinole Police Department. 

 

On June 5, 2023, the San Pablo City Council approved Resolution No. 2023-080, authorizing the City Manager to execute a new five-year agreement with the Tri-City consortium for the continued provision of Dispatch and CAD/RMS services, through Fiscal Year 27/28. 

 

The San Pablo Police Department has benefited from a continued collaborative relationship with the Contra Costa Community College District, and wishes to continue this structured provision of dispatch services for five (5) officers assigned to the Contra Costa Community College campus, as identified by the District.  The proposed resolution authorizes the City Manager to execute a five-year interagency agreement with the Contra Costa Community College District for the provision of dispatch services to the District under the new Tri-City Agreement.

 

Under the interagency agreement, the District Police will comply with all applicable terms in the Tri-City Agreement.  The District will be responsible for maintaining Mobile Data Computer (MDC) equipment and Mnemonics compatible with the CAD system utilized under the Tri-City Agreement. 

 

The City of San Pablo will provide the District with CAD system access for two (2) MDCs, and two (2) Net-Motion licenses for connectivity to the CAD system.  The City has included the five (5) officers assigned to the Contra Costa College Campus, as identified by the District, to the City’s sworn officer list under the new Tri-City Agreement to ensure the District and its Officers receive dispatch communication services provided by the Pinole Police Department. 

 

The District will be responsible for paying the City an annual fee of $16,065 for each year of the five (5) year agreement, within 30 days of the City’s issuance of an invoice.  This calculation is the average annual cost incurred by the City, for the addition of five (5) District Officers to the City’s sworn officer list over the term of the Tri-City Agreement.

 

FISCAL IMPACT

 

For Fiscal Year 23/24 (July 1, 2023 - June 30, 2024) and each subsequent year that the District receives services under this interagency agreement, the Contra Costa College Community College Police Department shall pay the City an annual fee of $16,065.  There is no further anticipated fiscal impact associated with this interagency agreement.
