CITY MANAGER RECOMMENDATION

Recommendation

1.                     Acknowledge all active 2025-26 State of California Legislation recently introduced, updated and identified in Exhibits A through C which may impact the City’s adopted policy interests; and

 

2.                     Authorize the City Manager to coordinate any appropriate legislative advocacy, action or response on behalf of the City, jointly with Mayor Cruz and the City’s lobbyist, to any State Legislator(s), State of California Legislative Policy Committee(s), and/or Governor as deemed necessary; and

 

3.                     Provide any additional majority vote direction via minute action to the City Manager.

Proposed action under this agenda item is not subject to environmental review under CEQA.

 

BACKGROUND

 

The current 2025-26 California State Legislative Session convened on December 2, 2024, and is scheduled to end on November 30, 2026. This 2025-26 Legislative Session includes 40 members of the State Senate and 80 members of the State Assembly.  The last day to introduce new bills for the current 2025-26 State of California (CA) Legislative Session in the California State Legislature was February 21, 2025. This deadline applied to both the State Assembly and the State Senate.

 

Active State of CA Legislation

Following the 2025-26 State legislative deadline, and during the months from February - April 2025, the City Manager’s Office received updated State legislative information from the League of California Cities (Cal-Cities), and from the City’s lobbyist, Townsend Public Affairs (TPA). 

 

This included all active and updated State Legislation which is now being processed during the 2025-26 State of California Legislative Session, and hereby acknowledged in the following Exhibits (A-C) for City Council consideration and review, as follows:

 

1).                        Exhibit A: Cal-Cities List of Active State Legislation for 2025-26 period (as of                      04/27/25); and

 

2).                        Exhibit B: TPA List of Active State Legislation for 2025-26 period (as of                      04/18/25); and

 

3).                     Exhibit C: TPA List of Active State Legislation on Immigration Enforcement for 2025-                     26 period (as of 04/2925)

 

Legislative Process, Advocacy and Action/Response

Following completion of the Spring Recess on April 21, 2025, all active State Legislation noted on Exhibits A thru C are being processed for further consideration and review with the applicable State of California Legislature Policy Committee(s) in the State Assembly.  Following the State Assembly legislative process, all supported State Legislation will be referred to the State Senate for their legislative process and review by all applicable State of CA Legislature Policy Committee(s) in the State Senate before being chaptered, and sent to the Governor for approval/signature, and enactment. 

 

All applicable State Legislation that directly impacts the City’s adopted policy interests will be closely monitored by the City Manager’s Office for further necessary legislative advocacy, action or response. Further, the City will continue to rely on both Cal-Cities and TPA for continued legislative updates on any additional areas of legislative concern to warrant further appropriate action during the 2025-26 State Legislative Session, where deemed necessary. 

 

City Manager Authorization

Following majority vote direction by the City Council this evening, the City Manager will be authorized to coordinate any appropriate legislative action/response through the Mayor (on behalf of the majority of the City Council) on any appropriate letters of opposition or support to be transmitted to any State of California Legislator and/or State of California Legislative Policy Committee(s) to express the City’s adopted policy or interest, if warranted.  If additional action is needed, the City Manager may seek additional City Council formal support (i.e. resolution) for further consideration and adoption by the City Council.

 

Note:  Any additional State Legislation not included on these active recommended lists (Exhibits A through C) may be included and monitored for appropriate legislative advocacy and/or action as directed by the majority vote by the City Council via minute action.

 

FISCAL IMPACT

There is no fiscal impact associated with this item.
