FY 2025-2027 Council Priority Workplan Compliance Statements:
Continue to Support Ongoing Implementation of Contra Costa County A3 Regional Community Mental Health Response Teams (I.E. Joint Mental Health and Law Enforcement Services) is an adopted policy item under the FY 2025-27 City Council Priority Workplan, effective April 7, 2025.
BACKGROUND
The Mental Health Evaluation Team (MHET) is a co-responding model which pairs local law enforcement agencies with mental health clinicians through the Contra Costa County - Behavioral Health Services Division, to safely and effectively provide mental health services to individuals who have suffered from recent psychiatric crises.
The MHET program structure covers all regions of Contra Costa County (west, central, and east), with the partnership of host police departments who assign a dedicated MHET officer to partner with an assigned mental health clinician, to provide follow-up welfare checks, evaluations, consultations, and linkage to outpatient mental health services to a diverse population of individuals in which the following criteria is met:
• Multiple contacts with law enforcement
• Attempts of acts of physical aggression with law enforcement or others
• Domestic violence
• Firearm use or possession
• Multiple visits to Psychiatric Emergency Services
Authorized via Resolution 2024-057, the San Pablo Police Department has dedicated one full-time Police Officer to the Contra Costa County MHET Program since July 2024. The current interagency agreement, effective through June 30, 2027, authorizes the City to bill the County on a monthly basis for the provision of one full-time San Pablo police officer dedicated to the MHET program at a budgeted amount of $172,286 per fiscal year, or $14,357.16 per month.
Recently, the City was notified by the County of an increase in available funding for the MHET Program. The proposed contract amendment, effective July 1, 2026, increases the payment limit by $77,714, to a total not-to-exceed limit of $649,266 over the term of the existing MHET agreement effective through June 30, 2027. Under the current billing procedure, this proposed amendment would increase the City’s monthly billing amount to the County, for a total not-to-exceed amount of $20,833.32 per month for actual personnel costs incurred, for the provision of MHET Officer services from July 1, 2026, through June 30, 2027.
FISCAL IMPACT
The proposed contract amendment would increase FY2026-27 revenue up to $77,714 for the provision of MHET Officer services from July 1, 2026, through June 30, 2027. The City will bill the County on a monthly basis, via invoice, in an amount not-to-exceed $20,833.32 per month for actual personnel costs incurred for the MHET program; revenue funds received will be recorded within the Police MHET Contract account 100-2110-34207.
