BACKGROUND
The Contra Costa County Sheriff’s Office currently processes all Carry Concealed Weapon (CCW) permit applications for San Pablo residents; however, the County is transitioning this responsibility to local municipal agencies, including the San Pablo Police Department. Under California law and applicable regulations, the Chief of Police is authorized to issue a CCW permit to an applicant who satisfies all statutory and regulatory requirements.
The Police Department incurs costs for the services it provides in connection with its processing of CCW applications and permits, including but not limited to significant staff time. As a result, the California Penal Code Section 26190 authorizes the City to establish and collect fees for the recovery of costs associated with the Police Department’s processing and regulation of CCW permits.
Before the Police Department can begin accepting CCW applications, it desires to establish an approved fee schedule for the CCW permit program, to be added to the Police Services and Code Enforcement section of the City’s Master Fee Schedule adopted by Resolution 2025-141. The fee structure for the CCW permit fees consists of four permit categories: Standard, Judicial, Custodial, and Reserve Officer (refer to Attachment B for further detail).
Each category is further divided into five fee subcategories: Initial Fee (DOJ fee + PD fee), Issuance Fee (PD fee), Renewal Fee (DOJ fee and PD fee), Modification Fee (PD fee), and Yearly Range Safety Training Fee. The gun safety training is an optional course which will be offered by the Police Department to San Pablo CCW permit holders.
Staff conducted a review of the CCW fees established by municipalities throughout Contra Costa County that currently offer a CCW program. Based on this review and the fees charged by comparable agencies, Staff recommends that the following CCW fee structure be added to the City’s Master Fee Schedule, within the Police Services and Code Enforcement section, under a newly created subcategory 14 titled “Concealed Carry Weapon Permits:”

FISCAL IMPACT
The proposed CCW fees are recommended for cost recovery for the fee-related activity or service. Collected fees will be recorded within Police Department revenue account 100-2110-34208 (CCW Program Services), which will be established by staff upon authorization of the proposed addition of fees for the Police Department CCW Permit program.
PUBLIC SAFETY STANDING COMMITTEE
On July 22, 2026, staff presented the Police Department’s Concealed Carry Weapons program to the Public Safety Standing Committee (Mayor Pabon-Alvarado & Vice Mayor Xavier). The committee recommended this presentation be forwarded to the City Council for formal consideration and approval.
