The efforts of La Casita Bilingue Montessori School also are consistent with City Council top nine priorities of the Workplan Policy item celebrating Multi-Cultural Traditions.

BACKGROUND
On February 27, 2017 the City Manager’s Office received a letter from Samahara Berkov-Rojas, Director/Founder of La Casita Bilingue Montessori School in Pinole, California, requesting City Council to consider a fee waiver in the amount of $322.40 for the use of Maple Hall for their annual fundraiser event on Saturday, May 13, 2017.
The fundraiser will have a Brazilian Carnaval themed dinner that includes dance and a silent auction. All proceeds will help fund the scholarship program that enables the school to include the community regardless of their financial background. The annual fundraiser also allows the school to continue with enrichment programs that includes mindfulness and drama classes.
The school’s fourteenth fundraising event benefits unique programs at the school. La Casita Bilingue Montessori is a non-profit, bilingual (English & Spanish) Montessori preschool and Kindergarten that serves families in the East Bay since 1985 with 25% of the families from San Pablo and Richmond. La Casita Bilingue Montessori School provides a unique bilingual learning environment. The goal is to develop fundamental habits, skills and approaches that encourages a lifetime of creative learning.
FISCAL IMPACT
A total of $20,000 has been budgeted and earmarked for Maple Hall Fee Waivers under the adopted FY2015-17 Two-Year Biennial Operating Budget - City Council Department (100-1110-44050). The authorized fee waiver in the amount of $322.40 will be deducted from this expense balance leaving a remaining balance of $7,118 for the remainder of the FY2016/17 period for future waiver authorizations by Council.
Effective August 3, 2015, City Council approved Recreation Division Facility and Field Fees that now requires deposits for facility and field to be paid in full and are no longer eligible for fee waiver. If La Casita Bilingue Montessori School is not able to secure adequate liability insurance associated with the use of the facility, they will be required to pay an additional amount of $107.40 under the City’s umbrella insurance thereby reducing the waiver amount to $215.
