BACKGROUND

The City Manager’s Office received an event sponsorship request from Lao Family Community Development, Inc. (LFCD) to support its Crossroads Community Fair on November 5, 2026 from 11AM - 3PM at the Lao Family center at 1865 Rumrill Blvd., San Pablo, CA 94806. The event is free and open to the public.

The LFDC is a 501(c)(3) nonprofit based in San Pablo that provides health, housing, and human services to underserved communities across Alameda, Contra Costa, Sacramento, and Yolo counties. The mission of the organization is dedicated to uplifting diverse communities through compassionate, trauma‑informed services that promote well‑being, economic mobility, and self‑sufficiency.

The San Pablo City Council recently adopted a policy on funding one-time, discretionary grant awards for special events activities and events sponsored by eligible non-profit organizations (Resolution 2026-074). As part of the policy, City Council may exercise its own discretion in awarding one-time public financial assistance to eligible organizations or groups contingent upon the following requirements:

                     1.                     Demonstrated community benefit that enriches the local community;

                     2.                     Attendance is open to the general public; and

                     3.                     The activity does not pose unreasonable public safety risks or liability impacts on public property or in City facilities.

The above requirements have been reviewed by City staff as follows:
