CEQA: The San Pablo Dam Road Gateway Improvement Project - Concrete Improvements was assessed and determined to be Categorically Exempt under Section 15301(b)&(c), and 15301(c) of the CEQA regulations. This exception was filed on April 10, 2026.

FY 2025-2027 Council Priority Workplan Compliance Statements:
Build a Healthy Community - (109) Develop Public Facilities for Active Living is a major policy goal contained in the FY 2025-27 City Council Priority Workplan, effective April 7, 2025.
BACKGROUND
Maintenance on arterial roadways is a priority of the Public Works Department. San Pablo Dam Road is the gateway to most of the retail areas of the City. The sidewalks and asphalt between Interstate 80 and San Pablo Avenue have needed significant maintenance for several years. The sidewalks show a host of cracks and the asphalt surface of the roadway has several potholes. As this is the gateway to retail and entertainment areas of the City, the condition of these assets creates many visitors’ first impression of the City.
The project was intended to have both concrete and asphalt repairs in a single phase. However, upon inspection, the extent of concrete repairs was determined to be more substantial than originally planned. Repair of sidewalks and improvement of pedestrian facilities, including accessible ramps, is primarily concrete work and is typically performed prior to asphalt work. The newly finished concrete curbs, gutters, and sidewalks provide an improved surface boundary for the asphalt work, resulting in a smoother finished product and improved roadway surface.
Phase 1 of the project will be followed by Phase 2 which will rehabilitate the roadway utilizing a grind and pave protocol to remove damaged pavement and restore a new wear layer that will extend the roadway’s useful life by another 8 to 10 years.
The project will utilize a combination of Local/General Funds and Road Maintenance and Rehabilitation Account (RMRA) Funding. RMRA funds are allocated annually to the City for local streets and road maintenance, rehabilitation, and critical safety projects on local streets and road systems.

Design
City staff have worked with Harrison Engineering, an On-Call consultant to generate the plans and specifications for Phase 1. The 100% construction plans and specifications were completed in January 2026. The cost of generating Plans and specifications was $32,650.
Construction
On February 9, 2026, the City advertised the notice inviting bids. Two addenda were issued during the advertisement period. The Engineer’s Estimate for construction is $751,675.

The apparent lowest responsive and responsible bidder is Terocons Inc. with the bid total of $561,850. Staff conducted a bid analysis and found no irregularities. Staff recommends awarding the contract to Terocons Inc. of San Francisco.

The San Pablo Gateway Improvement Project Phase 1 is anticipated to start construction in May 2026 and reach substantial completion by the end of July 2026. The time of completion of this construction contract is 45 working days. A moderate to significant impact on businesses that operate in the project area is anticipated, as with any other similar-size construction projects in commercial areas. Minor impacts will occur in residential areas. Appropriate traffic control, pedestrian safety measures, and outreach efforts will be implemented. For example, one travel lane for through traffic will be available at all times; driveways and sidewalks will be made accessible to businesses as much as possible during the excavation and reconstruction of sidewalks; and a Spanish-speaking staff member is planned to be assigned to the project so the project team can efficiently communicate with residents.
Conclusion
Staff recommends the following:
• Approving and adopting the plans and specifications for the first phase of the San Pablo Dam Road Gateway Improvements Project - Concrete Improvements (CIP 0605);
• Awarding a construction contract to Terocons Inc of San Francisco, CA in the amount of $561,850 with a 10% Contingency of $56,150, for a total authorization not to exceed $618,000; and
• Authorizing the City Manager to enter a contract with Terocons Inc of San Francisco, CA
