Major Policy Goals under the FY 2025-27 City Council Priority Workplan, effective April 7, 2025 

 

BACKGROUND

The East Bay Municipal Utility District (EBMUD) recently completed pipeline replacement work within the City of San Pablo. The Public Works Department has ongoing coordination meetings with EBMUD to efficiently schedule pavement restoration in areas affected by utility work.

 

Typically, EBMUD restores pavement per City standards, including a 1-foot tee-cut trench and a 4-inch hot mix asphalt patch flush with the existing pavement. However, in this particular area, the surrounding pavement has deteriorated significantly. As a result, achieving a clean boundary between the trench patch and existing pavement is not feasible.

 

Given these conditions, the City has identified this location as a priority for full width grinding and paving. The work will be incorporated into the City’s FY 2026-27 Pavement Repair Project (0606) to provide seamless surface and eliminate transitions. 

 

To avoid duplicative work and reduce material costs, the City and EBMUD have negotiated an agreement that allows EBMUD to contribute the equivalent value of their required trench restoration work toward the City’s larger paving effort. The trench restoration area has been calculated, and an asphalt market rate applied, resulting in a total contribution value of $133,922.

 

Staff Recommendation

Staff recommends that the City Council:

1.                     Authorize the City Manager to execute and accept an agreement with EBMUD for pavement rehabilitation;

2.                     Authorize the City Manager to issue an invoice to EBMUD in the amount of $133,922 for pavement restoration costs; and

3.                     Accept and appropriate these funds into the FY 2026-27 Pavement Repair Project (0606).
