Compliance statements

The Operational Agreement with San Pablo Historical and Museum Society was initially adopted in 2016, and then updated, executed and in effect since 2017, and is not an adopted policy item contained in the Adopted FY 2025-27 City Council Priority Workplan, effective April 7, 2025.

CEQA Compliance Statement

Executing this agreement does not constitute a project under CEQA.

BACKGROUND

The City of San Pablo has a number of historic structures within the current City Hall complex including the Adobe Museum and the Blume, Bunk and Teixeira Houses. For many years, the San Pablo Museum & Historical Society (Society) has been informally managing the Adobe Museum, Blume House and Bunk House “(Museums”).

The City and the Society now mutually desire to enter into a new agreement for the Society to: provide Society-owned artifacts and antiques for display in Museums; develop and implement informational and educational programs, including the goal of instituting a Living History Program; provide staffing for the Museums as needed and docent training; and ensure supervision of visitors to the Museums during hours of public operations. Additionally, the City and Society may agree on other activities intended to promote and preserve the City’s historical structures and programs.

In recognition of the value the Society provides to the City and community, the Agreement provides for an annual stipend to the Society of $5,000. The City budgets annually to cover the operating costs on ongoing maintenance, general liability, and insurance costs for the City’s historic structures as part of the City’s Annual General Fund Budget.

Community Services Standing Committee Review

On May 8, 2025, the CSSC members (Cruz; Pineda) reviewed the revised scope of services for the new operational agreement with the Society for the next three-year term and recommended its formal consideration and approval to the City Council.

FISCAL IMPACT

The new operational agreement provides the Society with a $5,000 annual stipend for three years starting July 1, 2025, to support the City's historical resources subject to funding availability. Funds are allocated in the Adopted FY 2025-26 City Council Departmental Budget under the Community Grants and Special Events budget line-item expense (#100-1110-44050); with no further appropriation needed for FY 2025-26 period, effective July 1, 2025.
