Build a Healthy Community - 102 Foster College and Career Readiness, Education, Youth Leadership and City/Contra Costa College/WCCUSD Partnerships (Jointly with SPEDC) is an adopted policy item under the FY 2025-27 Council Priority Workplan, effective April 7, 2025.
BACKGROUND
On August 24, 2026, the City Manager received an email from the Contra Costa College Foundation requesting a sponsorship for the Foundations’ San Pablo Forward Scholarship Program. The program provides scholarships for San Pablo residents who are transferring to a four-year university, have a GPA of at least 2.5, and studying any major. The sponsorship will provide $5,000 to the San Pablo Forward Scholarship for the 2026-2027 school year and $2,500 to the Contra Costa College Foundation.
The San Pablo Economic Development Corporation is set to approve a similar request for scholarship sponsorship for $5,000.
The San Pablo Forward Scholarship (formerly the San Pablo Scholars Scholarship) will provide ten (10) students each with a $1,000 scholarship. In addition to the criteria above, considerations could include: school involvement, community service, volunteerism, civic engagement and equity.
The San Pablo City Council recently adopted a policy on funding one-time, discretionary grant awards for special events activities and events sponsored by eligible non-profit organizations (Resolution 2026-074).
As part of the policy, City Council may exercise its own discretion in awarding one-time public financial assistance to eligible organizations or groups contingent upon the following requirements:
1. Demonstrated community benefit that enriches the local community;
2. Attendance is open to the general public; and
3. The activity does not pose unreasonable public safety risks or liability impacts on public property or in City facilities.
The above requirements have been reviewed by staff and staff provides the following recommendation:

FISCAL IMPACT
A total of $30,000 has been appropriated for Special Event Sponsorships under the City Manager's Contingency Operating Reserve (Fund 190). The authorized sponsorship in the amount of $5,000 for the San Pablo Forward Scholarship and $2,500 for the Contra Costa College Foundation will be deducted from this account code leaving a remaining balance of $4,500 in FY 2026-27 for future sponsorships approved by the City Council.
