Focus on Economic Development and Fiscal Diversification and Improve Public Safety are Major Policy Goals under the FY 2023-25 City Council Priority Work plan, effective May 1, 2023.
BACKGROUND
The City owns three (3) properties (“Properties”) that it would like to explore the feasibility for potential disposition and development:
• 1411 Rumrill Boulevard (APNs No.410-021-021; 410-021-026; 410-021-028)
The City had the intention of developing a new Public Works Corporation Yard and then later an EV charging hub at the site. Over the years, the City has made several attempts to develop on the Property which have proven to be operationally unfeasible, with priority consideration for ongoing RHNA compliance opportunities.
• San Pablo Dam Road (APN No.420-040-009)
There was interest for a future sign at this site, but it has not been operationally feasible due to restrictive State of CA Department of Transportation requirements for freeway billboard signage.
• 13880 San Pablo Avenue (APN No. 411-340-033-09)
This site is the current location of the San Pablo Police Department. This property will be vacant once the Police Department moves to its new Headquarters in 2025. City has not determined disposition with priority consideration for ongoing RHNA compliance opportunities.
Staff is recommending that the City explore options for the Properties be sold and developed including rezoning them in order to achieve the highest and best use of those sites. The proposed resolution directs the City Manager to explore the feasibility of these options and to prepare the Properties for potential disposition and development. Any proposed purchase and sale of the Properties will need further City Council approval and will be subject to the State’s Surplus Land Act.
FISCAL IMPACT
The proposed item has no fiscal impact.
