However, the New City Hall Project discussed below in relation to electric vehicles was determined to be consistent with the San Pablo General Plan and the San Pablo Avenue Specific Plan (SCH#2010112062) on June 7, 2017; thus, additional environmental review was not required. The San Pablo Avenue Specific Plan Environmental Impact Report (EIR) is a program EIR, pursuant to CEQA Guidelines Section 15168. No substantive changes have occurred with the design of the Project; therefore, no further environmental review is required.
BACKGROUND
This presentation is a briefing regarding ongoing local and regional electric vehicle charging station projects.
At the existing City Hall parking lot, the City installed two electric vehicle (EV) charging stations for public and City usage in February 2014. Since then, the City has invested in additional EV fleet, more City staff have purchased personal EVs, and the charging stations have gained public popularity, thus producing steadily increasing total usage:

Due to the increase in EV charging station usage, the Public Works Department identified funding opportunities to support the installation of two new electric vehicle charging ports at the existing City Hall and 11 electric vehicle charging ports at the new City Hall. At the January 22, 2019 City Council meeting, Council approved $5,000 in funding from Marin Clean Energy (MCE) for the existing City Hall charging station and ratified $6,000 in funding from West Contra Costa Transportation Advisory Committee (WCCTAC) for the new City Hall charging stations (Resolution 2019-032). The charging station equipment and installation are anticipated to cost approximately $15,000 for the two EV charging ports at the existing City Hall and $90,590 for the 11 EV charging ports at the new City Hall. Both of these installations are fully funded.
Due to the increase in EV usage and potential future funding opportunities, City staff have joined the advisory committee for the Contra Costa County’s “EV Ready Communities Challenge Phase I” to support development of a countywide EV Readiness Plan. City staff will use the resulting resources to create San Pablo-specific policies and strategies for EV charging stations. Staff hopes to support the County’s application for the California Energy Commission’s (CEC) EV Ready Communities Challenge Phase II, which will provide funding to implement the blueprints created in Phase I.
EV charging station installation and EV readiness planning support the greenhouse gas reduction strategies and goals outlined in the City’s Climate Action Plan (Strategy B1: “Integrate energy efficiency and other green building practices into new City facilities”; T1: “Establish energy efficiency fleet management and operation practices”; T2: “Provide for alternative transportation options for all City employees”).
FISCAL IMPACT
This is an informational item only; therefore, there is no fiscal impact. As noted above, the additional EV charging stations approved by the City Council last month are fully funded.
